It pointed out in last year's report of the International Institute for sustainable development on the transformation of the coal industry, despite the fact that it has entered the stage of rapid economic development in recent years, it has invested a lot of social costs in the transformation and upgrading of the coal industry. According to its data, in the past 25 years, the number of jobs provided by the coal industry has dropped from 400,000 to 100,000, coal production has dropped from 150 million tons to 70 million tons, and 40 of the 70 coal mines have been closed.

Under tremendous pressure, how can the coal industry upgrade effectively? What significance will China-Poland cooperation bring to the development of global coal science and technology? With decades of experience in the coal industry, Marek Moro Moro, a consul general of the general assembly and an industrial consultant of the Shang chamber of Commerce, has received an interview with the daily economic news reporter.

NBD: last year, at the United Nations Conference on climate change held at Kat, we saw a very contradictory attitude towards the coal industry. On the one hand, we made a commitment to further reduce the coal, and on the other hand, it showed a high dependence on the coal industry. How do you evaluate Poland's attitude towards the coal industry today?

Marek Moro: according to the existing policy, it hopes to become a responsible participant in global affairs, and therefore needs to make corresponding commitments in climate change and environmental protection. At the same time, as a sovereign state, the interests of the government are particularly embodied in self-sufficiency in energy production. The Poland government needs to strike a balance between the two.

In recent years, while closing some coal mines, it is still promoting the development of other projects. This is because Poland does not think that the coal industry itself has problems. On the contrary, it is an opportunity for Poland. Although 80% of Poland's energy comes from coal now, the Oster Rowan C power plant being built is probably the last coal power plant in Poland, indicating a direction for the development of Poland's energy industry. In the past, we regarded green technology and coal technology as two completely different research fields. We did not develop green technology for the purpose of building coal mine equipment. But now, we need to integrate the two. There are agencies that specialize in green technology research, such as the research center in the chemical research center, which can control the emission of gases from coal mines and boilers to a minimum. In the future, these institutions engaged in green science and technology research should further cooperate with researchers and engineers in the coal industry.

NBD: as a matter of fact, as a big coal country, it also brings great problems in the process of transformation and upgrading of the coal industry. More investment is needed in the re employment of miners and the upgrading of coal enterprises' capacity. How do you think these problems should be solved?

Marek Moroxu: Our foundation is the market economy. The state encourages enterprises to take certain actions by introducing policies to promote them to develop in a certain direction. In this direction, we will play a responsible role in the issue of climate change, and at the same time we will be able to make effective use of our resources. In February of this year, issued the "coal mining project until 2030", which clarified the support strategy of the state for the development of the coal industry. We will not use laws to influence the development of the industry, but enterprises will promote the development of the industry in a certain direction according to the market environment. Under the guidance of the government's wise policy, enterprises change themselves according to market demand, which is a process of compromise and integration between the two sides.

NBD: in the process of upgrading the coal industry, many coal enterprises will turn their eyes to China. What stage do you think China-Poland coal cooperation is at?

Marek Moroqi: The 70th anniversary of the establishment of diplomatic relations between China and Poland. As early as in the 70s of last century, China and the two countries opened a prelude to cooperation in coal mines, which was mainly reflected in the fact that China did not directly import coal mining machinery, such as hydraulic support, longwall mining equipment, and so on, and there was no joint research project. It must be mentioned that the similarity of geological conditions between China and Poland enables the two countries to use the same mining technology.

Now, our coal mine research institutes, such as Komag, have many years of experience in technical cooperation with China. The "black dragon" system is the product of cooperation between the two countries. For example, negotiations on the system between the two companies alone lasted for nearly four years. In this process, the "black dragon" system contains strong Chinese elements. It may become a new starting point for the cooperation between the two countries, but it will depend on whether the "black dragon" system can adapt to China's coal mines.

NBD: In your opinion, how can this kind of scientific and technological cooperation further extend to the whole industry level?

Marek Moroxu: To make the coal cooperation between China and Poland more meaningful, it needs the encouragement and promotion of the institutions at the national level of the two countries.

China's coal market is still developing, and it has quite a lot of experience in the field of coal mine and coal machine research, which is far more than that of the coal market. We have been looking for partners overseas. China can make good use of it to visit our coal mines, understand our coal mine equipment and find the meeting point of cooperation between the two countries. This is the basis of cooperation between the two countries. In fact, there has been agreement between Japan and Japan on green technology. Why can't we reach such cooperation with China?
