As required by the regulations, coal mining enterprises and secondary companies shall establish and improve gas overrun management system, formulate special reward and punishment regulations and strictly manage them to ensure the implementation of the system. It is proposed in the regulations to strictly implement the hierarchical tracking system for gas overrun accidents, that is, if the gas overrun concentration is greater than or equal to 3.0% or the gas overrun concentration is less than 3.0% for more than 5 minutes, the chief engineer and deputy general manager of safety of the group company shall be responsible for organizing the investigation and analysis; if the gas overrun concentration is greater than or equal to 1.0% and less than 3.0%, the mine manager shall be responsible for organizing the investigation and analysis and reporting the analysis Report to the general protection management department, safety supervision management department and other business departments of the group company for filing. The regulations makes it clear to punish the coal mine with gas over limit accident, which can be divided into three cases: gas over limit concentration is greater than or equal to 1.0% less than or equal to 3.0%, greater than or equal to 3.0% less than or equal to 5.0%, greater than or equal to 5.0%.

If the gas concentration exceeds or equal to 5.0%, a fine of 1 million yuan shall be imposed on the responsible mine, the mine shall be ordered to stop production for 3 days, the deputy chief engineer in charge and the deputy in charge of responsibility shall be removed, a fine of 30000 yuan shall be imposed on the safety leader in charge, and a fine of 20000 yuan shall be imposed on the party and government principal respectively; at the same time, a demerit may be recorded on the party and government principal and the safety leader in charge according to the circumstances of the accident , demotion, until removal. According to the regulations, in case of any gas overrun accident in the mine, it must be reported to the production department (dispatching room), communication and prevention management department, safety supervision and management department and other business departments of the group company within 30 minutes after the accident, and truthfully report the cause and analysis report of the gas overrun accident; double the fine for the delayed reporting and concealment of the responsibility mine, and RMB 10000 for the leader on duty on the same day, and RMB 10000 for the concealment of the accident mine The leader and the responsible leader shall be removed. It is clear that the group company will reward the mines with high gas and outburst of 1 million yuan / mine and 500000 yuan / mine of other mines for realizing "zero overrun" of gas in the whole year.
