Recently, the CPC Fujian Provincial Committee and the people's Government of Fujian Province issued the action plan for deepening reform and strengthening food safety in Fujian Province, and issued a notice.

The sampling amount of agricultural products and food has reached 5 batches / 1000 people, the overall qualification rate of quality and safety monitoring of main agricultural products has stabilized at over 97.5%, the qualification rate of food sampling has stabilized at over 98%, the qualification rate of random inspection and assessment of legal knowledge of personnel in food quality and safety management has reached over 98%, and the self inspection report rate of food production and certification enterprises has reached 100%.

Regional and systematic major food safety risks have been basically controlled, and the overall level of food safety is basically consistent with the goal of building a moderately prosperous society in an all-round way. By 2035, we will basically modernize the governance system and capacity in the field of food safety. The environmental pollution in the production area has been effectively controlled, the sense of responsibility, the sense of integrity and the management level of food quality and safety of the producers and operators have been significantly improved, and the illegal crimes of economic interest driven food safety have been significantly reduced. The ability of food safety risk management and control has been significantly improved. The whole process of supervision system from farmland to dining table has been effectively operated. The food safety situation has been fundamentally improved, and the people's food consumption safety has been effectively guaranteed.

Accelerate the transformation and upgrading of food industry. Adjust and optimize the industrial layout, promote advanced quality management methods, guide and encourage enterprises to obtain certification and recognition, and strive for quality awards from governments at all levels. Promote the technological transformation of food enterprises, improve the construction of food circulation system, and promote the upgrading of food logistics facilities. Increase product R & D innovation, guide enterprises to speed up the research and development of niche, decentralized and personalized health food. Strengthen scientific and technological innovation. The research and development of food safety science and technology will be included in the provincial science and technology plan project application guide, and the transformation and application mechanism of scientific and technological achievements will be improved. We will support the construction of scientific and technological innovation platforms such as provincial key laboratories in the field of food safety, and accelerate the development of high-level personnel training and research and development teams. Organize the research work of food safety projects in the provincial science and technology projects that have been approved.

To carry out the basic work of food consumption investigation, total diet research, toxicology research, and establish and improve the basic database of food safety risk assessment in our province. Strengthen food safety risk monitoring, increase the number of food borne disease monitoring points and pollutant monitoring samples, and improve the representativeness. We will accelerate the formulation and revision of local food safety standards, standardize the filing system of food safety enterprise standards, improve the provincial food safety standard information platform, intensify the publicity, implementation and training of food safety standards, and do a good job in tracking and evaluating the use of food safety standards. Deepen the action of reducing the use of pesticides and veterinary drugs and purifying the environment of producing areas. We will standardize the production and use of agricultural inputs, strengthen the management of pesticide and veterinary drug business licenses, promote the supervision of agricultural information technology, and carry out special campaigns to crack down on counterfeit agricultural materials. In 2020, the use of pesticides will be reduced by 15% compared with that in 2016.

Carry out the environmental purification action of the producing area, scientifically divide the categories of soil environmental quality of cultivated land, prepare and complete the classified list of cultivated land and implement classified management and control. By 2020, the whole province will have more than 150000 mu of polluted cultivated land for safe use. Carry out risk investigation and remediation of soil pollution in key areas involving heavy metal industry. We will intensify efforts to control volatile organic compounds in key industries. Strengthen the prevention and control of water pollution in the river basin. By 2020, 80 county-level centralized drinking water sources will be rectified, and 100 water sources above the county level will be promoted to realize automatic online monitoring of water quality. Deepen the food processing quality and infant formula milk powder improvement actions. Strengthen the food safety risk grading management of production enterprises. We will continue to carry out actions to improve the quality and safety of special food, and promote the establishment of demonstration enterprises of quality authorized persons of health food production enterprises.
