According to a report released by the Ministry of Finance on August 18, the budget for 2020 special poverty alleviation funds of the central government of 28 provinces (autonomous regions and municipalities) in China was released in advance, totaling 113.6 billion yuan, accounting for 90% of the total of 126.1 billion yuan in 2019. Among them, we will continue to focus on increasing support for "three regions and three prefectures" and other deep-seated poverty-stricken areas, specifically allocating 14.4 billion yuan to "three regions and three prefectures", and dividing the funds into specific regions and prefectures. The year 2020 will be the year of the end of poverty alleviation and the remaining tasks will be the year of poverty alleviation. The release of special poverty alleviation funds from the central finance in advance is conducive to further supporting local governments in preparing the budget for poverty alleviation in advance, accelerating the progress of poverty alleviation fund expenditure and project implementation, and ensuring the timely victory of poverty alleviation. It is reported that the Ministry of Finance urged all regions to further promote the pilot work of agricultural fund integration in poverty-stricken counties, so as to strengthen the investment guarantee for the decisive battle of poverty alleviation. The relevant provinces (autonomous regions, municipalities directly under the central government) are required to earnestly implement the spirit of the opinions of the general office of the State Council on supporting poverty-stricken counties to carry out the pilot project of overall and integrated use of financial funds related to agriculture, and the increase of funds allocated to poverty-stricken counties shall not be lower than the average increase of such funds; all funds allocated to poverty-stricken counties shall be "distributed in blocks", and the authority for examination and approval of fund projects shall be completely delegated to counties, not to counties Specific projects or tasks unrelated to poverty alleviation may be specified.
