The reporter recently learned from the China Federation of petroleum and chemical industries that the international mercury convention recently issued by the United Nations Environment Programme puts forward six requirements for the industry of PVC with calcium carbide method:

1. By 2020, the use of mercury in PVC unit products with calcium carbide method will be 50% lower than that in 2010; 2. Measures should be taken to reduce the dependence on primary mercury ores; 3. Control the use of mercury in PVC unit products with calcium carbide method Emissions and releases of mercury; 4. support for research and development of mercury free catalysts and processes; 5. do not allow the use of mercury after five years of technical and economic feasibility of globally available mercury free catalysts based on existing processes, as confirmed by the conference of the parties; 6. report to the conference of the parties on the progress of alternative technologies and efforts to phase out mercury use.

According to an expert who participated in the negotiation of the Convention, these requirements are conducive to accelerating the promotion and application of mercury pollution control technologies such as low mercury catalyst in China's PVC industry and realizing transformation and upgrading. At the same time, it has a positive significance for the industry to strengthen management, improve statistics and accelerate the research and development of mercury free alternative technology. He believes that enterprises in the industry should further improve their understanding of the importance and severity of mercury pollution prevention and control, accelerate the promotion and application of low mercury catalyst and mercury pollution prevention and control technology; key enterprises and scientific research institutes should further strengthen cooperation between production, education and research, accelerate the research and development of mercury free catalyst and technology; relevant industries should do a good job in the quality supervision of low mercury catalyst, and strengthen the application guidance of low mercury catalyst And training to improve the statistics of low mercury catalyst production and use; the relevant government departments should increase the special fund support for heavy metal pollution prevention and control, actively support the industry to carry out the research on the best environmental feasible technology and best environmental practice of calcium carbide PVC industry, and study and establish the mercury balance system of enterprises and industries. It is understood that in order to study the prevention and control of mercury pollution in the industry after the negotiation of mercury convention, the petrochemical Federation and China Chlor Alkali Industry Association will hold a leading group and expert group meeting on mercury pollution prevention and control in PVC industry of calcium carbide process in the middle of March.
