On November 17, the blue book on corporate social responsibility (2019) (hereinafter referred to as the blue book) conference was held in Beijing. According to the blue book, in 2019, the social responsibility development index of top 100 state-owned enterprises rose to 54.6 points, leading private enterprises and foreign-funded enterprises for 11 consecutive years. In addition, China Resources Group, China Huadian, Sinopec, China Huaneng, China building materials, China gold, China investment group, Dongfeng Motor and other state-owned enterprises rank in the top 30 in the list of China's corporate social responsibility development index in 2019 released by the blue book research group. The conference was hosted by the China social responsibility forum of 100 people, attended by more than 300 guests from SASAC, Poverty Alleviation Office of the State Council, outstanding enterprise representatives, mainstream media and other parties. At the meeting, Li Yang, member of the School Department of the Chinese Academy of Social Sciences, Peng Huagang, member of the Party committee and Secretary General of the state owned assets supervision and Administration Commission of the State Council, delivered speeches, and representatives of China Southern Power Grid, China Building Materials Group, China FAW, China Samsung, Hyundai Automobile Group (China), Panasonic electric, Mengniu Group and other enterprises shared experiences.

Zhong Hongwu, director of the Research Center for corporate social responsibility of the Chinese Academy of Social Sciences, on behalf of the Blue Book Research Group, interpreted the blue book on corporate social responsibility (2019). According to Zhong Hongwu, the blue book on corporate social responsibility prepared by the research group has been published for 11 years in a row. In 2019, the research team systematically evaluated the social responsibility management level and social responsibility information disclosure level of top 100 state-owned enterprises, top 100 private enterprises, top 100 foreign-funded enterprises and 10 key industries in 2019, and found that the development index of social responsibility of state-owned enterprises has been ahead of the blue book of private enterprises and foreign-funded enterprises for 11 consecutive years, and in 2019, top 100 state-owned enterprises The social responsibility development index increased to 54.6 points, and the development index of the top 100 private enterprises and foreign-funded enterprises dropped to 26.0 and 17.9 points respectively. Since 2012, the social responsibility development index of state-owned enterprises has almost exceeded that of private enterprises and foreign-funded enterprises by more than 20 points. Nearly 70% of the blue books on the absence of corporate social responsibility management strengthen the systematic analysis of the level of responsibility management.

It is found that the index of responsibility management of the top 300 Chinese enterprises is 16.7 points, only one enterprise of China Resources Group reaches the level of excellence, and the index of responsibility management of 206 enterprises is lower than 20 points, which is in the stage of spectator. The performance of the responsibility practice index is better than that of the blue book of the responsibility management index. In 2019, the responsibility practice index of the top 300 Chinese enterprises reached 36.8 points, of which the intrinsic responsibility index is ahead of the social responsibility and environmental responsibility index. Enterprises pay attention to the disclosure of product quality, customer service and other information, and the disclosure of environmental protection information such as energy conservation and consumption reduction, pollution reduction and emission reduction needs to be improved. East Asia's CSR development index is significantly ahead of the blue book of European and American enterprises. In 2019, the average score of East Asia's CSR development index is 37.1, reaching the starter stage; the average score of Europe and America's CSR development index is 11.4, at the spectator stage. The blue book shows that in 2019, the social responsibility development index of power industry, banking industry and special equipment industry scored higher in 10 key industries; the score of daily chemical industry was the lowest in two consecutive years, and the ability of social responsibility management and information disclosure needed to be improved. At the meeting, the "2019 China CSR development index list" was also released. China Resources Group, China Samsung, China Huadian, Hyundai Motor Group (China), Sinopec, China Huaneng, China Building Materials Group, China gold, China investment group, Dongfeng Motor and other enterprises rank in the top 30 comprehensive social responsibility development index of China's top 300 enterprises.
