Guizhou is committed to promoting the transformation of coal industry

On December 30, 2019, the Standing Committee of Guizhou provincial Party committee held a meeting to listen to the work report on coal mine safety production in the whole province, and study the centralized rectification of coal mine safety production and the transformation and upgrading of coal industry in the whole province. The meeting pointed out that the responsibility for work safety is greater than the day, and that work safety is a major political issue, but also a major livelihood issue. All departments at all levels should adhere to the people-centered development idea, from the political height of winning the three major battles, strengthen the awareness of safety red line, always grasp safety with mission, responsibility and emotion, resolutely shoulder the major political responsibility of safety production, deeply learn the lessons of recent coal mine accidents in Guizhou Province, subjectively find gaps and make up for shortcomings, promote problem rectification, and ensure that Coal mine production safety.

The meeting stressed that we should unswervingly implement the new development concept, seize the opportunity of structural reform on the supply side, accelerate the elimination of backward production capacity in accordance with the law, carry out a new transformation of the coal industry, and promote the transformation and upgrading of new and old driving forces and industries. Coal mines with an annual output of less than 300000 tons should be resolutely shut down. We must resolutely implement the provisions of the state on safe production and technological progress in coal mines, and no production or operation shall be allowed without the ability to prevent and control gas. We should further promote the allocation of coal resources to excellent and strong enterprises, and improve the overall competitiveness and safety of Guizhou's coal industry.

According to the requirements of the meeting, a specialized service team for gas control shall be established, technical cooperation with developed areas and advanced enterprises shall be strengthened, professional talents for gas control shall be trained, technical guidance for local and enterprise gas control shall be strengthened, and coal mine gas control capacity shall be continuously improved. The meeting also stressed the need to crack down on illegal trusteeship, false integration, false reorganization, and regulatory evasion. We should encourage and guide the coal mining enterprises that have been shut down and withdrawn to transform their production in an orderly way and establish agricultural real enterprises. We should speed up the intelligent transformation of coal mining machinery, deepen and improve the new mechanism of energy operation, resolutely eliminate the risk of coal production safety, and promote the high-quality development of coal power industry.
