Break down the target and strengthen the elimination of backward production
The Symposium on eliminating backward production capacity of calcium carbide industry, jointly organized by China Petroleum and Chemical Industry Federation and China calcium carbide industry association, was held in Beijing. In some provinces and cities, the competent units of petroleum and chemical industry, industry associations and representatives of carbide enterprises with heavy elimination tasks attended the symposium. The reporter learned from the meeting that the carbide industry will further strengthen the industry's efforts to eliminate backward production capacity on the basis of scientific analysis of the task of eliminating backward production capacity. In recent years, the high international oil price has fluctuated and the price of petroleum deep processing products has continued to rise, which has promoted the competitiveness of calcium carbide products, the rapid growth of market demand and the rapid expansion of production capacity.
However, at the same time of rapid development, the industry also exposed the problems of low industrial concentration, scattered distribution of enterprises and low level of technical equipment. In a certain period in the future, the calcium carbide industry will still play a crucial role in ensuring the stable development of the national economy and meeting the needs of downstream industries. The relevant director of China Petroleum and Chemical Industry Federation said that with the increasingly strict requirements of energy conservation and emission reduction in the industry, how to solve a series of problems existing in the industry through industrial structure adjustment, optimization and upgrading, improve the level of energy conservation and emission reduction and comprehensive utilization of resources in the industry, and ensure the sustainable development of the industry is an urgent task for the development of calcium carbide industry.
Pan Derun, vice president of China Petroleum and Chemical Industry Federation, said at the symposium that it is of great significance and arduous task to eliminate backward production capacity. In the first four years of the 11th five year plan, China's energy consumption dropped by 14.3%, but backward production capacity still accounts for a large proportion of the total production capacity. For the phase out target tasks in 2010, the relevant coordination group of China Petroleum and Chemical Industry Federation will discuss and communicate with the provinces, regions and cities, decompose and implement the tasks to the provinces, regions and cities, and urge the implementation of relevant policies. The reporter learned that recently, the Ministry of industry and information technology has issued a target task to eliminate backward production capacity in 18 industries this year. Among them, the calcium carbide industry requires to eliminate the submerged arc furnace under 6300 KVA by the end of 2010. According to the relevant person in charge of China Petroleum and Chemical Industry Federation, the total elimination target of calcium carbide industry is 718000 tons.
The target task will be divided into 10 provinces, regions and cities, 200000 tons in Shanxi, 161000 tons in Inner Mongolia, 60000 tons in Liaoning, 10000 tons in Shandong, 95000 tons in Hubei, 20000 tons in Guizhou, 12500 tons in Yunnan, 32000 tons in Shaanxi, 52600 tons in Ningxia and 75000 tons in Xinjiang. From the analysis and research of the elimination standard to the inspection of the elimination effect of relevant enterprises, China Carbide Industry Association put forward specific measures and requirements for the elimination of backward enterprises. Pan Derun, vice president of China Federation of petroleum and chemical industries, said that the elimination of backward production capacity should be further promoted through the monitoring of indicators such as energy consumption, land use, product quality and production safety of enterprises. While paying attention to the comprehensive role of administration, the promotion role of market mechanism should also be played. If the elimination task is not completed, the punishment shall be increased and regional restrictions shall be implemented to ensure the completion of the elimination task. Scientific positioning to promote the development of the industry representatives from the elimination of backward key areas of calcium carbide made comments on how to implement the objectives and tasks.
According to the head of Shanxi carbide Association, due to the prominent structural contradictions in the industry, the task of eliminating the backward is relatively heavy. "In 2008, more than 400000 tons of backward production capacity have been eliminated, and this year, 200000 tons of task involves 12 enterprises, which have been shut down according to the energy consumption standard." At the same time, the person in charge also put forward some suggestions, such as the definition of backward production capacity, including energy consumption, environmental protection, safety, technology, quality, etc., so as to better carry out the work; secondly, pay attention to the continuity of policies to ensure the smooth completion of the target tasks. The representative of carbide industry in Sichuan Province said, "although there is no task for us in this year's overall goal, we set our own goal to eliminate 364000 tons of backward carbide production capacity. As a major hydropower Province, Sichuan Province plans to eliminate the internal combustion calcium carbide furnace with the capacity of less than 12500 KVA by the end of 2012.
"The head of Inner Mongolia calcium carbide Association said that accurate positioning of backward production capacity and relying on scientific and technological means to achieve the goal of energy conservation and emission reduction will further promote the industry's overall goal of eliminating backward production capacity. Representatives of the carbide industry in other regions said that it was not possible to simply "one size fits all" in terms of the regional layout and capacity matching of the industry. The elimination of backward capacity in the carbide industry should be carried out step by step, taking full account of the specific situation of the region. In addition, the reporter also learned that compared with the advanced level of foreign countries, the technical equipment level of China's calcium carbide industry still has room for improvement. At present, the power consumption and comprehensive energy consumption of electric furnaces in developed countries are 3100 kwh / ton and 1 ton of standard coal / ton respectively, while that in China are 3440 kwh / ton and 1.10 ton of standard coal / ton respectively.
There is still room for energy conservation and emission reduction in calcium carbide industry. The capacity of closed calcium carbide furnace in China still accounts for a low proportion of the total capacity. In 2008, the capacity of closed calcium carbide furnace was only about 4 million tons / year, accounting for only about 20% of the total capacity. The internal combustion furnace can not recover and comprehensively utilize the carbon monoxide by-product, but can only be burned into carbon dioxide for emission, which not only increases the emission of greenhouse gases, but also causes the waste of resources and energy. At the same time, the automation level of carbide production device also needs to be improved. At present, the automatic production level of calcium carbide enterprises has made great progress than before. Batching, feeding, electrode lifting, furnace pressure control and other production processes can realize mechanized operation or computer control, so as to reduce the production quota, improve the working environment of workers, and reduce the labor intensity.
However, the automation level and mechanization level of some small and medium-sized enterprises still need to be improved. Some enterprises are still using the backward non mechanized operation mode, such as manual feeding, which is not only inefficient, but also prone to safety accidents. In recent years, under the guidance of relevant industrial policies, the rapid expansion of calcium carbide production capacity has been effectively curbed, and substantial progress has been made in energy conservation and emission reduction in the industry, said the relevant head of China Petroleum and Chemical Industry Federation. However, due to the large capacity base, the energy conservation and emission reduction situation faced by the industry is still not optimistic. Accelerating the transformation of economic development mode, eliminating backward production capacity and industrial structure adjustment, optimization and upgrading will become the main theme of the future development of calcium carbide industry.
At this symposium, Zhou Zhuye, vice president of China Petroleum and Chemical Industry Federation, said that the elimination of backward production capacity in the calcium carbide industry should be considered comprehensively from the overall development and future development of the industry. On the premise of focusing on the continuity of policies, the elimination of backward production capacity should also carry out corresponding interaction, matching and coordination. For the promotion of energy conservation and emission reduction in the future, we should not only consider the problems of process equipment and scale, but also consider the progress of technology and management and how to improve the service (contract energy management, energy management system certification). In the process of implementing the task of eliminating backward production capacity, the association will strengthen the contact with calcium carbide enterprises, communicate with them in time, give full play to the function of the association, and strive to achieve the sustainable development of calcium carbide industry.
