Establishing a cosmetic raw material traceability mechanism, prohibiting arbitrary exaggeration of efficacy, and introducing "prohibition of employment" penalties... As new regulatory regulations replace the 30-year-old "Regulations on Cosmetics Hygiene Supervision", major adjustments in the domestic beauty industry are inevitable.
Establish a raw material traceability mechanism to monitor the quality of the whole process
Everyone has the love of beauty, but health and safety are the most important prerequisite. The total number of bacterial colonies in the mask exceeds the limit thousands of times, glucocorticoids are added to the cream, and there are no sunscreen ingredients in the sunscreen... These are quality problems that have been repeatedly exposed in the cosmetics industry.
In the face of chaos in the industry, the new regulations will strengthen supervision methods. The first is to ensure the safety and stability of cosmetic raw materials from the source, to avoid companies arbitrarily adding unreasonable ingredients to cosmetics. In accordance with the concept of full-process supervision, the new regulations strengthen the traceability management requirements for cosmetic raw materials. When registering and filing cosmetics, the cosmetics registrant and recorder shall clarify the source of the raw materials and the quality specifications of the raw materials. If the source of the raw materials or the quality specifications of the raw materials changes, they shall conduct a safety assessment and update the relevant registration record information.
According to the State Food and Drug Administration, this will further standardize the purchase of raw materials by cosmetics registrants and recorders, and ensure product safety from the source. It is also conducive to tracking and tracing the source after safety issues occur, and more efficiently controlling product quality. .
Submit the basis of efficacy in advance to prevent false publicity

For this reason, this consultation draft specifically adds requirements for cosmetic efficacy claims. According to the State Drug Administration, the draft stipulates that cosmetics registrants and recorders should publish the summary of the literature, research data or efficacy evaluation data on the special website specified by the drug regulatory department of the State Council and accept social supervision.
For the key links in daily supervision, the requirements of the new regulations are also being refined.
In terms of entrusted production, the new regulations stipulate that cosmetics registrants and filing persons are responsible for product quality and safety as entrusting parties, and entrusted production enterprises shall be responsible for production activities; for network operations, the operating obligations of platform operators and cosmetics network sellers are separately stipulated And regulatory requirements; for the centralized trading market, etc., it stipulates the management obligations of the organizers of the cosmetics centralized trading market and the organizer of the exhibition, as well as the review and registration of the operators entering the market, and the regular inspection; for the beauty salons, it provides Hairdressing institutions, hotels, etc. shall be obliged to inspect and record the purchase of goods, and it is prohibited to falsely declare the efficacy of the products.
Add small fines and set industry bans on blacklists
Stricter supervision is precisely to make cosmetics safer to use.
According to the State Food and Drug Administration, the new regulations have already provided full coverage of related violations and added small fines for some minor violations. The draft for comments also stipulates that the State Food and Drug Administration will regularly publish a list of prohibited practitioners and put in place penalties for illegal producers and operators.
The reporter noticed that relevant departments have proposed that the use of raw materials that are prohibited for cosmetics production, the illegal addition of substances that may harm human health in cosmetics and other particularly serious violations, and the value of illegally produced cosmetics are less than 10,000 yuan. , May impose a fine of 50,000 yuan to 150,000 yuan; if the value of the goods is more than 10,000 yuan, a fine of 15 times to 30 times the value of the goods may be imposed; for serious violations, the legal representative or main person in charge of the unit He will be fined three times to five times the income he received from the unit in the previous year, and even banned from engaging in cosmetics production and business activities for life; if a crime is constituted, criminal responsibility shall be investigated according to law. For online sellers who illegally display information and other acts, they will also be fined less than 20,000 yuan.
