Guidelines for Comprehensive Evaluation of Chemical Parks' National Standards

The national standard of "Comprehensive Evaluation Guidelines for Chemical Parks" has been officially released and will be implemented on February 1, 2021. At that time, my country's chemical industry parks will have rules to follow.

With the support of the Department of Raw Material Industry of the Ministry of Industry and Information Technology, and the China Petroleum and Chemical Industry Federation Chemical Park Working Committee (referred to as the "Park Committee") led the preparation of the "Chemical Park Comprehensive Evaluation Guidelines" (GB/T 39217-2020) The national standard was officially released on July 21, 2020, and will be implemented on February 1, 2021.

As an important support for the transformation and upgrading and green development of my country's petroleum and chemical industries, the importance of chemical parks is self-evident as an important engine for regional development. The Opinions of the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council on Comprehensively Strengthening the Work Safety of Hazardous Chemicals and the Notice of the Work Safety Commission of the State Council on Printing and Distributing the "Three-year Action Plan for National Work Safety Improvements" require that the existing chemical industry be completed this year. The comprehensive assessment of the park and the certification of compliance with standards, and the release of the national standards of the "Comprehensive Evaluation Guidelines for Chemical Parks" provide an important basis for the development of relevant work in various provinces.

This standard is the second national standard for chemical parks following the "Management Regulations for Public Pipe Gallery of Chemical Parks" (GB/T 36762-2018). Up to now, the park committee has also taken the lead in completing the national standards of the "Guidelines for the Construction of Smart Chemical Parks" (which have passed the content review of the National Standards Committee), and the "General Rules for the Evaluation of Green Chemical Parks", "Construction Standards for Dangerous Goods Transport Vehicle Parking Lots in Chemical Parks" and " Compilation of the three group standards (officially released in July 2020) of the Construction Standards for Emergency Facilities (Pools) in Chemical Parks. In addition, "Guidelines for the Construction of Pilot Bases in Chemical Parks", "Technical Specifications for the Construction of Toxic and Harmful Gas Environmental Early Warning Systems in Chemical Parks", "Specifications for the Design of Closed Management Facilities in Chemical Parks", "Guidelines for the Construction of Public Practice Training Bases in Chemical Parks" , "Chemical Park Safety Risk Assessment Guidelines", as well as the construction and application of safety, environmental protection, emergency, logistics, energy and spatial data systems for smart chemical parks, a total of 11 group standards have also entered the initial preparation stage.

The Park Committee hopes that more chemical parks and technical units will participate in the construction of the park standardization system, improve the construction and management standard system of the chemical park, and contribute wisdom and strength to the high-quality development of my country's chemical parks.
