From now! The titanium dioxide industry gets rid of 'prohibition'!
From December 1st, titanium dioxide will no longer be a prohibited commodity for processing trade, which is a major benefit to the titanium dioxide industry. This move has not only loosened the policy on the export of titanium dioxide, but also opened the first barrier for the declaration of export tax rebates for domestic titanium dioxide products.
It is understood that the Ministry of Commerce and the General Administration of Customs recently jointly issued Announcement No. 54 of 2020 on Adjusting the Catalog of Prohibited Products for Processing Trade. Excluding the original list of prohibited products for processing trade is in line with national industrial policies, it is not considered high energy consumption. , Highly polluting products and 199 ten-digit product codes with high technical content, including titanium dioxide, Soda Ash, baking soda, urea, sodium nitrate, Potassium Sulfate, etc. The adjusted catalog will be implemented from December 1, 2020.
Titanium dioxide by sulfuric acid method and titanium dioxide by chloride method are products of two different production processes, with the same product attributes. Experts believe that the chlorination process of titanium dioxide production is "a process for mass production of Pigment-grade titanium dioxide." However, for many years, titanium dioxide has been recognized as a product with high energy consumption and high pollution. Although the country has listed the production of chlorinated titanium dioxide in the "Industrial Structure Adjustment Guidance Catalog (2019)", the production of titanium dioxide has been included in the encouraged category; sulfuric acid titanium dioxide has been included in the restricted category. However, there is no specific implementation plan for how to encourage, and there are no better guiding measures for how to restrict.
According to the "Industrial Structure Adjustment Guidance Catalog (2019)", the chloride process titanium dioxide process belongs to the encouraged category, even the sulfuric acid process titanium dioxide process should be restricted to "supervise the transformation of production capacity, process technology, equipment and products", and It is not a "removal" product.
This adjustment will remove titanium dioxide from the list of prohibited commodities for processing trade, which is a major benefit for the industry. Because according to the announcement, the products removed from the catalog this time are in line with national industrial policies and are not high-energy, high-pollution products or products with high technical content, which lays the foundation for removing the "double high" of titanium dioxide basis. According to the “Announcement No. 90 of 2014 of the Ministry of Commerce and the General Administration of Customs”, products included in the prohibited catalogue will not be able to enjoy any preferential policies of the state, let alone export tax rebates. Now that titanium dioxide is removed from the catalog, this product hopes to enjoy these preferential policies.
It is understood that after more than half a century of development, my country has become a net exporter of titanium dioxide. In 2019, the domestic output was 3.18 million tons and the export volume exceeded 1 million tons. The increasing export volume reflects the international market's recognition of my country's titanium dioxide products. The announcement jointly issued by the Ministry of Commerce and the General Administration of Customs can be described as the right time, which not only loosens the policy on the export of titanium dioxide, but also opens the first barrier for the declaration of export tax rebates for domestic titanium dioxide products.
