MOFCOM: Continue to impose anti-dumping duties on imports of OrthoDichlorobenzene from Japan and India

On January 22, 2019, the Ministry of Commerce issued Notice No. 1 of 2019, deciding to impose anti-dumping duties on imports of OrthoDichlorobenzene in Japan and India, with anti-dumping rates of 70.4% in Japan and 31.9% in India, respectively, for a period of five years.

On October 13, 2023, MOFCOM received an application for final review of anti-dumping measures submitted by Jiangsu Yangnong on behalf of China's OrthoDichlorobenzene industry. The Applicant claims that if the anti-dumping measures are terminated, dumping of imports of OrthoDichlorobenzene from Japan and India into China may continue or re-occur, and the damage caused to the Chinese industry may continue or re-occur, and requests the Ministry of Commerce to conduct a final review investigation on imports of OrthoDichlorobenzene from Japan and India. And maintain the anti-dumping measures on imports of OrthoDichlorobenzene originating in Japan and India.　

In accordance with the provisions of Article 48 of the Anti-dumping Regulations of the People's Republic of China, the Ministry of Commerce has decided to conduct a final review of the anti-dumping measures applied to imports of OrthoDichlorobenzene originating in Japan and India from January 23, 2024.

The anti-dumping duty rates imposed on each company are as follows: 

Japanese companies: 

1. KUREHACORPORATION 70.4% 

2. Other Japanese companies 70.4% 

Indian companies: 

31.9% of all Indian companies
