This is because Vinegar is itself diluted acetic acid (4 to 5% acetic acid and aqueous CH3COOH) and to neutralize an acid, a base is needed. The use of Vinegar to neutralize muriatic acid will just result in the diluting of HCl due to the shift in concentration.

 

Can Muriatic Acid Damage Human Tissues?

Muriatic acid vapors break down into hydrogen (hydronium) and chloride ions in water and other aqueous solutions. This also includes human body fluids and moisture present in the lungs. The human body's buffering ability swiftly neutralizes the hydrogen ions, while the chloride ions just slightly increase the relatively large number of chloride ions that are already in your body.

 

Thus, all of the harm is caused by the acid's acute effects but there is no significant toxicity caused by this acid due to its dilute nature still, precautions should be taken as higher quantities of muriatic acid vapors may harm human tissues or can result in potential internal damage by causing chemical burns and lungs scarring.
