Luoyang Refining’s 2.78 Billion USD Ethylene Project Achieves Full Start-Up Annual Revenue to Hit 1.69 Billion USD
Luoyang Refining has announced the successful full-scale start-up of its high-end rubber additives project, part of the massive one-million-ton ethylene downstream integration initiative in Henan. The newly commissioned MIBK, RT Base, and 6PPD units all passed initial runs and achieved top-grade national quality standards, marking the project’s entry into full commercial production.
The MIBK unit is sized to meet downstream market demand, while the RT Base and 6PPD lines will significantly strengthen China’s supply chain for advanced rubber chemicals. With the project now online, annual sales are expected to reach 1.69 billion yuan, and all ethylene by-products will be converted locally, unlocking new value for Henan’s refining sector.
The broader 27.8 billion yuan ($2.78 billion) Henan ethylene complex, located in Luoyang’s Mengjin industrial zone, includes a 1-million-ton/year ethylene plant, major downstream polyolefin and aromatics units, and supporting facilities. Construction is slated for completion by December 2025, with annual output value projected at 20 billion yuan and new tax contributions of 1.8 billion yuan.
This milestone not only advances China’s “One Base, Two Wings, Three New” petrochemical strategy, but also positions Henan as a leader in high-end, green chemical materials, strengthening industrial chains in the nation’s central and western regions.
