On August 20, 2021, Sinopec Mitsubishi Chemical Polycarbonate (Beijing) Co., Ltd. announced the completion and commissioning date of environmental protection facilities for the "150,000-ton/year Cleaner Production Technology Reform Project of Bisphenol A Plant".

 

Sinopec Mitsubishi's 150,000-ton/year bisphenol A plant has become the main domestic bisphenol A plant since its completion and start-up at the end of 2011, with strong cost and scale advantages. The device draws on the patented process technology improved by Japan's Mitsubishi Chemical (Japan's Mitsubishi has withdrawn its investment), combined with the actual transformation experience of the bisphenol A plant in Japan and South Korea, and carried out a partial transformation of the 150,000 tons/year bisphenol A plant. By further reducing the material consumption per unit product, reducing the amount of phenol tar, and enhancing the market competitiveness of existing bisphenol A plant products, it is also the policy requirement of Beijing for clean production of enterprises.

 

Sinopec Mitsubishi 150,000-ton/year bisphenol A unit cleaner production technology transformation project: In the existing bisphenol A unit cracking and rearrangement unit, it is planned to add some BPA crystallization recovery equipment, including isomerization reactor, recovery concentrator, recovery 24 sets (sets) of equipment such as crystallizer, fourth separator, S-1881 melting tank, and S-1881 mother liquor tank. Public engineering systems and other auxiliary systems rely on existing facilities.

 

According to the environmental assessment data in the early stage of the project, after the implementation of the project, the tar production in the system will be reduced by 0.5/h, and the raw materials phenol and acetone of the bisphenol A unit will be reduced to 2311.2t/a and 924.48t/a respectively, effectively saving the raw material phenol. And the amount of acetone, to achieve the purpose of reducing unit consumption.

 

The scale of the BPA plant before and after the transformation remains unchanged at 150,000 tons/year. The total investment of the project is 49.87 million yuan, of which the environmental protection investment is 610,000 yuan.

 

According to the "Interim Measures for the Acceptance of Environmental Protection of Construction Projects" (Guo Environmental Regulations and Environmental Assessment [2017] No. 4), the start and end time of the completion and commissioning of the supporting environmental protection facilities of the project are now announced to the public:

 

On March 15, 2021, the 150,000-ton/year bisphenol A plant cleaner production technology transformation project will be completed and delivered on June 5, 2021.

 

According to the company's overall production plan, starting from August 21, the 150,000-ton/year bisphenol A plant cleaner production technology transformation project began commissioning.

 

The deadline of environmental protection acceptance for the completion of the clean production technology transformation project of the 150,000 tons/year bisphenol A plant is August 20, 2022.

 

During the commissioning period, the commissioning and operation management of environmental protection facilities will be strictly managed to ensure that all pollutants meet the discharge standards during commissioning. At the same time, qualified units will be entrusted to carry out the environmental protection acceptance monitoring and report preparation of the Zhongke project, and the environmental protection will be organized before the deadline for commissioning of environmental protection facilities. Completion and acceptance of facilities.
