Enforcement of Safety Production Law for Dangerous Chemicals Enterprises

Henan carries out law enforcement inspection for dangerous chemical enterprises

Recently, Henan has launched special law enforcement inspection actions for dangerous chemical enterprises throughout the province, and has carried out law enforcement comprehensive "diagnosis" for the safety situation of 45 dangerous chemical enterprises in Henan Province. As of now, 10 enterprises have been inspected by special law enforcement, 179 hidden dangers have been found and 2 enterprises have been investigated and prosecuted. Henan Provincial Emergency Management Department issued a notice of rectification within a time limit according to law for all hidden problems identified, and follow-up work is being carried out in an orderly manner.

The responsible person of Henan Emergency Management Office said that through law enforcement and inspection, enterprises with prominent hidden dangers and serious problems and in conformity with the provisions of the Implementation Measures for Joint Punishment of Breach of Credit in the Field of Safety Production should be brought into the "blacklist" of Joint Disciplinary objects or bad records of safety production while carrying out accountability in accordance with the law and regulations.

Hubei Emergency Management Department conducted a surprise inspection of hazardous chemicals enterprises in early April. Hubei Emergency Management Department dispatched an inspection team to carry out surprise night inspection and undercover investigation of 20 hazardous chemicals production enterprises in Zhijiang, Yidu, Xiantao, Qianjiang and other places. This operation covertly visited several key dangerous enterprises and enterprises to be relocated, and raided the real situation of night duty and safe production of enterprises. Within five days, a total of 31 major safety risks and 226 general safety risks were identified in 20 enterprises. At present, relevant enterprises have entered the stage of rectification. On April 15, 2019, Guangdong Province held a video conference on preventing major production accidents and fire fighting work in the second quarter. Guangdong Emergency Management Department said that next, Guangdong Province will strictly implement risk management and control measures. According to the Regulations on Classified Management and Control of Safety Risks issued by Guangdong Emergency Management Office, a warning system for listing of major risk management and control has been established.

Guangdong will continue to carry out special renovation in key industries such as dangerous chemicals and carry out "looking back". We will strengthen safety supervision over the production, operation, storage and transportation of dangerous chemicals, strengthen risk assessment of chemical parks, and further standardize access to new and expanded chemical projects.
