Exploring New Path of High Quality Development in Petrochemical Industry

Focusing on high-end technology to stimulate enterprise vitality is the theme of the Industrial Development Conference. On April 10, the 2019 Petrochemical Industry Development Conference was held in Beijing with the theme of "Accelerating Innovation and Transition and Achieving High Quality Development" to discuss the development plan of the industry. Experts at the meeting pointed out that 2019 is an important turning point for the transformation and development of China's petroleum and chemical industry to enter a new stage, and is the starting year for high-quality development of the industry. Therefore, the industry should focus on high-end technology, stimulate the vitality of enterprises, focus on enhancing the vitality of micro-subjects, and explore new ways of high-quality development of the industry. Wang Wei, Director of Raw Materials Industry Department, Ministry of Industry and Information Technology, pointed out that the chemical industry should work in a multi-pronged manner to promote high-quality development of the industry. We should not only resolve the contradiction of excess capacity and promote the overall rise of the traditional industry chain; make use of innovation-driven efforts to create new industry growth points; but also promote the green development of the industry and enhance the ability of sustainable development; at the same time, develop producer services to achieve coordinated innovation of the industry. "The chemical industry should activate the huge potential market in China and promote the implementation of the" one belt and one road "initiative, and push the industry towards a high quality development. Wang Wei said. Lu Health, deputy director of the Industrial Development Department of the National Development and Reform Commission, said that manufacturing industry is the foundation of the rise of a great country, the carrier of scientific and technological innovation, and the foundation of material wealth. As an important part of manufacturing industry, chemical industry should accelerate transformation and upgrading, implement relevant layout plans, and promote the safe, green, agglomeration and efficient development of the industry. In addition, the industry should start dynamic adjustment, strictly control project approval management, enhance innovation leadership, and achieve digital, grid and high-quality development. Li Shousheng, president of the China Federation of Petroleum and Chemical Industries, said that China's petroleum and chemical industry is entering a new stage of high-quality development. In the past 3 years, the whole industry has vigorously eliminated backward technology, equipment and production capacity, and actively nurture strategic industries such as new chemical energy, new chemical materials, modern coal chemical industry, high-end specialty chemicals, etc., promoting clean production, recycling economy and green development, carrying out "one belt and one road" production capacity cooperation, improving the operating conditions of enterprises, improving profitability, and driving the development of innovation. With the continuous growth, a series of profound changes have taken place in the development of the industry. But at the same time, facing some outstanding contradictions and problems that need to be solved urgently, we must curb the momentum of frequent accidents in production safety as soon as possible, and prevent the emergence of new tendency of repeated construction in high-quality development. In the future, we should adopt new ideas and methods, and strive to explore new ways of high-quality development of the industry.
Li Shousheng pointed out that the high-quality development of the industry must focus on five directions: first, technological innovation should break through at the commanding heights. We should put technological innovation at the core of enterprise strategy, concentrate our efforts on tackling a number of key core technologies and "neck-jamming" technologies, and seize a number of commanding heights of scientific and technological strategies that are critical to the overall situation. Second, the industrial structure should be extended at the high end of the industrial chain. We will accelerate the process of high-end industrial structure and foster strategic emerging industrial clusters. Thirdly, the way of development should make great efforts in green chemistry. We should fight hard for key pollution prevention and control with high standards and fundamentally improve the image of the petrochemical industry in an all-round way. Fourth, the allocation of resources should be optimized in the global market. We should further improve the alliance of international capacity cooperative enterprises in China's petroleum and chemical industries, guide the upstream and downstream enterprises in the industrial chain to "go out" jointly, and form the scale effect and cluster advantages. Fifthly, economic efficiency should take the lead in international competition. Industry enterprises should focus on the whole world, do a good job in matching key indicators, and further enhance the core competitiveness of enterprises.
Li Shousheng also mentioned that the industry should focus on enhancing the vitality of micro-subjects to promote high-quality development. We should make great efforts to improve the level of strategic management of enterprises, make great efforts to cultivate a number of enterprises with high-quality development and core competitiveness, do a good job in monitoring and serving the economic operation of the industry, strengthen the early warning of the development of the industry, create a stable development policy environment for the industry, and strive to promote the industry economy to achieve the overall goal of steady and progressive development.
