Probability of Coke Delivery in Shanxi Province

By the end of 2017, there were 105 coking enterprises in Shanxi Province with coke production capacity of 125.98 million tons. By the end of 2018, the coking enterprises in Shanxi Province had increased to 114, the scale of enterprises increased by 9, the coke production capacity increased to 138.42 million tons and the capacity scale increased by 9.9%. In 2017, Shanxi coke output was 83.83 million tons, with a capacity utilization rate of 66.5%; in 2018, coke output was 92.56 million tons, an increase of 10.4% over the previous year, with a capacity utilization rate of 66.9%, which remained at a low level. Under the background of national environmental protection production restriction and capacity removal in coking industry, Shanxi coke production has continued to increase substantially, with a serious overcapacity. Nearly one third of the production capacity belongs to ineffective capacity or can not be put into production.

According to the "Three-year Plan of Action for Winning the Defence of the Blue Sky" issued by the State Council, Beijing, Tianjin, Hebei and surrounding areas have implemented "fixing coke by steel", striving to achieve a coking capacity-to-steel production ratio of about 0.4 by 2020. Based on this calculation, the ratio of coke output to pig iron output in Taiyuan, Yangquan, Changzhi and Jincheng cities of Shanxi Province is far more than 0.4. If the strict implementation of "fixing coke by steel", the withdrawal of coke production capacity will exceed 26 million tons, but the specific implementation of this policy still needs to wait for the introduction of specific programs.

The distribution of coke production capacity is scattered in different regions, and coking enterprises in the whole province are distributed in eight cities. Among them, Luliang, Linfen and Changzhi have 26, 23 and 21 coking enterprises, respectively, with coke capacity of 34.22 million tons, 24.35 million tons and 22.96 million tons, accounting for 24.7%, 17.6% and 16.6%, while Yuncheng, Taiyuan and Jinzhong have similar coking capacity, and Xinzhou and Jincheng also have a small number of coking enterprises. From the view of furnace type, the coke production capacity of 4.3m coke oven with high carbonization chamber accounts for 66.2%, and 76.3% of coking enterprises with full or partial use of 4.3m coke oven with high carbonization chamber. From the point of view of sub-coke oven process, 69.3% of coking enterprises adopt tamping coke oven, which accounts for 65.8%; 13.2% of coking enterprises adopt top-loading coke oven, which accounts for 18.4%; the rest are heat recovery coke ovens. From the point of view of partial quenching process, 90.4% of coking enterprises adopt wet quenching process, and 81.3% of coke production capacity; 3.5% of coking enterprises adopt dry quenching process, and 6.3% of coke production capacity; the other enterprises use both processes.

According to the "Access Conditions for Coking Industry" revised by Ministry of Industry and Information Technology in 2014, the height of new tampered coke oven coking chamber should be greater than or equal to 5.5 meters, and the height of top-loading coke oven coking chamber should be greater than or equal to 6 meters. Dry quenching process is recommended for coke quenching. Comparing with the access conditions and current situation, Shanxi coking industry has the problems of unreasonable capacity structure and high proportion of backward production technology. Most of the production capacity is still dominated by tamping coke oven with 4.3 meters of carbonization chamber height, and most of them are wet quenching process. "Shanxi Coking Industry Layout Opinion" points out that 12 key coking parks with a scale of over 5 million tons will be established in the whole province, and requires that the height of new coke oven coking chamber should be more than 6 meters. In the future, the coking industry capacity will be concentrated and the level of coke enterprises will be raised.

In the aspect of air pollution, coking industry is the key polluting industry. The "Three-year Plan of Action for Winning the Blue Sky Defense War" calls for the promotion of pollution control and upgrading in key industries, and puts forward that sulfur dioxide, nitrogen oxides, particulate matter and volatile organic compounds (VOCs) in key areas should be fully implemented to meet the special emission limits of atmospheric pollutants. Shanxi Province requires that all coking enterprises be revamped to meet this special emission standard by October this year, and Luliang City requires that all coking enterprises be revamped to meet this special emission standard by June this year. The coking industry is also the focus of attention in water pollution. Because most coke enterprises adopt wet quenching technology, the direct coke quenching without treatment of coke enterprise wastewater is common, and the problem of excessive coke quenching water is very prominent. With the help of this environmental supervision, Shanxi coking industry is expected to usher in a new round of reform. The strength and influence of this inspection increased significantly the previous time, especially for the coking industry, the inspection team directly named its capacity expansion and pollution exceeding the standard.

According to the requirement of "Implementing Plan for Shanxi Coking Industry to Strive for Pollution Prevention and Control and Promote Transformation and Upgrading", the proportion of coke ovens with a height of 5.5 meters or more in Shanxi coking chamber will be increased to more than 50% by 2020. Although Shanxi is a big coke producing province, its industrial level is still backward, its productivity utilization rate is lower than the national average level, and the proportion of coke ovens over 5.5 meters is also lower than the national average level. There is a huge space for optimizing productivity structure and serious pollution. Shanxi Provincial Party Committee and provincial government have repeatedly expressed that they will use environmental protection to force the reform backward. Therefore, the supervision and rectification plan may become a sharp tool for the government to reform the coking industry. The implementation and implementation of the rectification plan may be more effective than previous ones. Shanxi coking industry is expected to usher in change.

From the perspective of capacity dehydration, Shanxi coke production capacity in 2018 was 138.42 million tons, and the national coke production capacity was 56.06 million tons, with Shanxi coke production capacity accounting for 24.6%. According to the Outline of the 13th Five-Year Plan for the Development of Coking Industry, Shanxi's output alone will exceed 12 million tons, and the proportion of 4.3-meter coke oven in Shanxi Province (66.2%) is much higher than the national level (48.1%). If the planning requirements are strictly met, Shanxi's output will be eliminated to 16.95 million tons.
