What are the VOCs comprehensive control schemes related to the paint industry?

The third quarter focuses on winning the battle of defending the blue sky, the fourth quarter focuses on staggered peak production in autumn and winter, multiple policies overlap, and the determination of environmental protection policy implementation has increased or not, and the policy has been gradually promoted from promulgation to implementation. A few days ago, the Yangtze River Delta region in autumn and winter 2018-2019 comprehensive AIR pollution control action plan (draft for comments) (hereinafter referred to as the "program") was newly launched. According to the requirements of the Program, the air quality improvement target in 2018 will be fully achieved. During autumn and winter (October 1, 2018 to March 31, 2019), the average concentration of PM2.5 in the Yangtze River Delta region will decrease by about 5% compared with the same period last year, and the number of days of serious and above pollution will decrease by about 5% compared with the same period last year (see Schedule 1 for details). Based on the above overall objectives, the Plan makes the latest requirements for the coatings industry in the Yangtze River Delta on the "Special Action for Comprehensive Control of VOCs". The specific contents are as follows:
Implement the total control of VOCs emissions in key industries, and approve the total amount and reduction of VOCs emissions by different industries, so as to achieve the annual emission reduction target of more than 10%. In accordance with the principle of separate measures and one-line-one-policy, we will promote VOCs governance in key industries. By December 2018, all regions will have completed the comprehensive regulation and upgrading of VOCs in key industrial industries, so as to achieve stable emission standards.
Shanghai has focused on promoting VOCs governance and upgrading in chemical, packaging and printing, furniture, automobile manufacturing, automobile parts and other industries, and has completed more than 300 governance tasks. Jiangsu Province focused on promoting the comprehensive management of VOCs in Petrochemical, chemical, rubber, industrial painting, packaging and printing, cooking fumes, automobile maintenance and other industries, and completed more than 5,000 governance tasks. Zhejiang Province has focused on the comprehensive treatment of VOCs in shoemaking, textile printing and dyeing, plate processing and other industries. It has continued to promote the treatment of industrial odor and odor, and deodorization of sewage treatment plants, and has accomplished more than 1500 treatment tasks. Anhui Province focused on promoting the comprehensive management of VOCs in petrochemical, chemical, plastic, industrial painting, packaging and printing, catering and other industries, and completed 554 governance tasks. Vigorously promote the use of organic solvent products with low VOCs content. It is forbidden to build new (modified or expanded) projects involving the production and use of solvent-based coatings, inks and adhesives with high VOCs content. Actively promote the use of low (no) VOCs raw and auxiliary materials and products in industries such as industry, construction and automobile repair. From January 1, 2019, the VOCs content limits of automobile original coatings, wood coatings, construction machinery coatings and industrial anti-corrosion coatings in ready-to-use state are not higher than 580, 600, 550 and 550 g/l respectively; the VOCs content of automobile repair coatings in ready-to-use state is not higher than 540 g/l coatings, of which the primer and top coatings are not higher than 420 g/l. Strengthen the VOCs non-organized emission control. Unorganized emission investigation of VOCs in industrial enterprises should be carried out, including unstructured discharge of process, leakage of dynamic and static sealing points, storage and discharge of waste water, waste liquid and slag system, etc. By the end of October 2018, a full-caliber inventory of VOCs non-organized emission transformation in key industries will be established in various regions to speed up the control of VOCs non-organized emission. Strengthen the control of waste water, waste liquid and waste residue system. The transportation system of wastewater containing VOCs should take measures of isolation from ambient air under safe permission conditions; the treatment facilities of wastewater containing VOCs should be sealed and exhausted to VOCs treatment facilities; and the containers for treating, transferring or storing wastewater, waste liquor and waste residue should be sealed. Promote the upgrading and transformation of pollution control facilities. Enterprises should select appropriate technical routes according to the amount of air, temperature, concentration, composition and working conditions of exhaust gas to ensure stable discharge. Before the end of October 2018, all localities should carry out a round of law enforcement inspection on pollution control effect of VOCs pollution control facilities in industrial enterprises, and urge enterprises to rectify and rectify the simple treatment processes that can not meet the standards steadily. Enterprises are encouraged to adopt a variety of technology combination processes to improve VOCs treatment efficiency; low temperature plasma technology and photocatalytic technology are only suitable for the treatment of low concentration organic waste gas or odor gas; Activated carbon adsorption technology should be equipped with desorption process or regular replacement of activated carbon.
In addition to the above-mentioned "Special Action for Implementing VOCs Comprehensive Control", the Plan stipulates the following provisions for the comprehensive control of atmospheric pollution in the chemical industry:
Increase the comprehensive control efforts of chemical industry parks and chemical enterprises
Further standardize the development of chemical industry in the areas along the Yangtze River and around the Taihu Lake, and strictly prohibit the implementation of pressure reduction, transfer, transformation and upgrading plans in the Yangtze River. New chemical industrial parks and enterprises are built within 1 km of the mainstream and main tributaries. We will conscientiously promote the transformation and upgrading of the chemical industry structure in coastal areas, substantially eliminate backward chemical production capacity, and focus on implementing advanced, efficient and green chemical projects. It is forbidden to add new chemical industrial parks, and to classify and integrate existing chemical industrial parks, transform and upgrade them, and eliminate them by pressure and reduction. Before the end of December 2018, Shanghai issued a special action plan for the renovation of chemical industrial parks, formulated a comprehensive environmental renovation action plan and a list of projects in Jinshan District, and completed the annual renovation task. Jiangsu Province carried out a special action of "four batches" (shutdown, transfer, upgrade and reorganization) of chemical enterprises throughout the province, and completed 1893 renovation projects of chemical enterprises. Zhejiang Province has completed 77 and 5 comprehensive renovation projects for chemical industry enterprises, and Anhui Province has completed 10 comprehensive renovation projects for chemical industry parks.
