Large quantities of high-value consumables have been reduced by more than 80%.

The database of high-value consumables of Inter-Provincial Alliance has been greatly expanded. Moreover, the price of a large number of products has been reduced by more than 80%. Recently, Hainan Provincial Public Resources Trade Service Center (hereinafter referred to as the "trading center") issued the "Notice of Hainan Province on the Processing Results of Complaints for the Consolidation of High-Value Medical Consumables Data of the Provincial Alliance". Complaints about the results of the merging of high-value consumables data of Hainan and 14 Provincial Alliances were processed. The announcement was made. The publicity shows that more than 16,000 high-value consumables have been directly adjusted into 14 inter-provincial alliance warehouses. At the same time, nearly 4,000 high-value consumables products in Hainan's warehouses have been linked to the alliance warehouse products, and the prices of many products have fallen by more than 80%.

Trading Center notified that during the publication period from May 20 to May 27, if there is no objection to the outcome of the appeal processing, it will be adjusted and implemented.

Until the end of December 2018, the trading center issued the Notice on Matters Relating to the Integration of Hainan Consumables Trading System and the Consumables Trading System of the Provincial Alliance, requiring that the data of Hainan Consumables Trading System be integrated into the Consumables Trading System of the Provincial Alliance. The integration principle is basically based on the products of Hainan Reservoir. The same products in the Federal Reservoir should be correlated. After system comparison, the products with lower prices and transaction prices should be linked to the network according to the requirements of the Medical Insurance Bureau (the products of the Federal Reservoir should be retained at the same price). At the same time, in order to ensure better screening of duplicate products, enterprises should first screen themselves. After screening, in order to ensure that the system retains the only low-cost varieties after integration, medical institutions are set up to report complaints and to report duplicate products.

After three weeks, the results of data consolidation were published on January 23, 2019. The requirement of Hainan Province in the notification is to close the products of Hainan Reservoir and use the products of the Alliance Reservoir to link the prices of products of Hainan Reservoir to the products of the Alliance Reservoir. The system compares the transaction prices of the products of the Alliance Reservoir with the two prices at a low price (0 is not the effective price).

Products with "unrelated" related status are closed in accordance with the requirements of Supplementary Notice on the Linkage between Hainan Consumables Trading System and Provincial Alliance Consumables Trading System issued by the Trading Center on January 26 (due or unrelated reasons). At the same time, for products with the same registration certificate, such as alliance storehouse and Hainan storehouse, Hainan storehouse products under the registration certificate should be closed and alliance storehouse products should be activated. If a networked enterprise has objections to the merger results (e.g. the enterprise has objections to the closed products of Hainan Reservoir), it may appeal. The procedure of handling complaints by the trading center is that the first complaint is judged by the trading center and the result of the complaint is posted online.

If the enterprise still has objection to the result of the first appeal, it can submit a further appeal according to the judgment basis given by our center during the appeal publicity period. For the second complaint, the trading center will collect the materials and report them to the provincial medical insurance bureau for processing according to the approval.

The publication of the processing results issued recently by the trading center is the result of the first appeal.

Cyberblue instruments combed the public announcement results show that after the association with the alliance library, a large number of high-value products hanging network prices in Hainan Province dropped by more than 80%, and more than 16,000 high-value products were added to the inter-provincial alliance database. According to the product complaint form published by the trading center, 16745 products in Hainan Storage were directly activated and added to the Alliance Storage because they did not exist the product network in the Alliance Storage, and 3837 products were adjusted after the connection. By comparison, we found that 1281 of 3837 products whose prices had been adjusted had been reduced by more than 50%, accounting for 33% of the total products.
