In fact, as early as June 21, Anhui Province held a centralized purchasing meeting of high-value medical consumables in public medical institutions affiliated to the provincial government, at which the "Implementation Plan" was issued, but only part of the content was out.

Although the current pilot project is mainly public medical institutions in Anhui Province, from June 26 to 28 this year, after the convening of the high-value consumables belt Procurement Conference of public hospitals in Anhui Province, Hu Jinglin, Director of the State Medical Security Bureau, went to Anhui to investigate the high-value consumables belt procurement work. Hu Jinglin pointed out that the pilot work should be carried out in accordance with the reform requirements of the Party Central Committee on the management of high-value medical consumables so as to accumulate experience for the national management of high-value medical consumables and effectively reduce the burden of medical treatment for the masses. It should be noted that Hu Jinglin went to Shanghai from July 31 to August 1, 2018 to do research work before the pilot project of drug purchasing in 11 cities was launched. He had a detailed understanding of the situation of drug bidding and purchasing, medical insurance informatization construction and so on. Since then, it is well known that the relevant policies of drug purchasing with quantity in Shanghai have become the benchmark of the industry. According to the Implementation Plan, orthopaedic implant (spine) and ophthalmic (intraocular lens) consumables are required to participate in the procurement of high-value medical consumables in public medical institutions in Anhui Province in 2018. 70% and 90% of the volume.

In view of this, the Implementation Plan stipulates that the provincial public medical institutions, as the first person responsible for payment settlement, should settle accounts with the enterprises in time according to the contract agreement, pay the goods within 90 days and reduce the transaction cost of the enterprises, while requiring the distribution to conform to the "two-ticket system". In addition, the implementation plan also strictly prohibits the second bargaining of "secret to open" and requires provincial public medical institutions to purchase successful products through the Internet, and sell them at zero-difference price according to the new price limit of the centralized trading catalogue of provincial drug acquisition platforms. For products successfully negotiated, the provincial public medical institutions shall no longer organize bargaining.
