140 Billion Yuan! Chongqing Plans To Issue An Action Plan For The Development Of The Chemical Industry
Recently, in order to implement the series of decisions and deployments made by the State, the Municipal Party Committee and the Municipal Government on high-quality development, the Municipal Economic Information Commission drafted the "Chongqing Chemical Industry High-quality Development Action Plan (2021-2025) (Draft for Comment)", which is now Solicit opinions from the public. The chemical industry will continue to gather in the chemical industry park, and cultivate 4 chemical enterprises of 10 billion yuan and 8 chemical enterprises of 5 billion to 10 billion yuan.
In addition, the number of chemical enterprises above designated size that have established R&D institutions has reached 160, an increase of 70 from the end of the "13th Five-Year Plan" period, with an average annual growth rate of 12%; the number of municipal technology centers has reached 75, with an average annual growth rate of 8%. , the R&D investment intensity reached 2.5%, an increase of 0.4 percentage points from the end of the "13th Five-Year Plan" period.
Chemical industry is one of the foundations of the real economy. It is a basic industry that supports the development of the national economy and a key area for gaining international competitive advantages. It is the main force in industrial foundation reconstruction and the main battlefield for industrial green development. Chongqing is an important comprehensive chemical base in the southwest region. After more than 60 years of development, a natural gas chemical system with technological and product advantages has been built; an industrial pattern with Changshou and Fuling chemical parks as the main and other characteristic parks as supplements has been formed; Industrial clusters such as natural gas chemical industry, salt chemical industry, fine chemical industry, and polyurethane have been developed. There are currently 11 chemical industry parks (concentration areas) in Chongqing, which are distributed in 10 districts and counties.
According to reports, during the "13th Five-Year Plan" period, the development scale of Chongqing's chemical industry continued to expand. There were 269 chemical enterprises above designated size, with an output value of 89.6 billion yuan, an average annual growth rate of 7.3%. The pace of industrial upgrading has accelerated, and an industrial chain of synthetic materials such as polyurethane, polyamide, high-end polyolefin, polymethyl methacrylate, and polyester has been initially built, and the world's largest adipic acid production base has been built. The proportion of synthetic materials manufacturing has increased from 2.9%. increased to 7.7%, and the proportion of fertilizer manufacturing decreased from 20.0% to 9.2%. The agglomeration effect is even more significant. The rate of chemical enterprises entering the park has reached 75%, and the proportion of chemical output value in the two agglomeration areas of Changshou and Fuling has increased to 24.9% and 23.4% of the city respectively. The innovation ability has been significantly improved, and 26 municipal enterprise technology centers have been added, reaching a total of 43. The 50,000-ton benzene process produces adiponitrile, EVOH pilot-scale core technology and proprietary equipment and other process equipment to fill the domestic gap.
In general, the good foundation laid during the "13th Five-Year Plan" period and the many development opportunities that will be ushered in will support the transformation and upgrading of the city's chemical industry during the "14th Five-Year Plan" period and further achieve high-quality development.
At present, the key development direction of the city's chemical industry during the "14th Five-Year Plan" is mainly based on the existing industrial foundation, insisting on demand traction, focusing on the urgent needs of key industries such as automobiles, electronics, equipment, and key areas such as urban construction and residents' consumption, and vigorously developing high-tech industries. New chemical materials in the direction of performance resins, high-performance coatings, special chemicals, functional film materials, high-performance fibers, etc., encourage traditional enterprises to extend the industrial chain, develop new products, gradually increase the proportion of synthetic materials and special chemicals in output value, cultivate Biochemical industry, promote the high-quality and efficient development of the industry.
According to the "Action Plan", Chongqing's chemical industry will focus on four aspects: building an advantageous industrial chain of synthetic materials, expanding the scale of special chemicals, improving the quality and efficiency of basic chemicals development, and cultivating and developing biochemical products.
In this regard, Chongqing will improve the overall innovation capability of the industry, build a green chemical development system, implement carbon dioxide emission reduction actions, deepen the integration of information technology and industry, cultivate competitive leading enterprises, improve industry safety management and control capabilities, and optimize industrial development layout. In many aspects, through the establishment and improvement of communication and coordination between the government, enterprises, industry organizations, scientific research institutes, etc., we will jointly promote the high-quality development of the chemical industry.
In addition, the "Action Plan" also proposes that Chongqing will integrate existing municipal-level special funds for industrial support and technological innovation, increase support for chemical enterprises' technological transformation, high-end product development, and intelligent manufacturing, while improving the development level of the park. , improve the introduction and cultivation of talents, increase investment promotion and other aspects of "hard work" to promote the high-quality development of the city's chemical industry.
