National Energy Group Will Build 3.6 Million Tons of Coal Chemical Project
According to the "Notice of the State and the Development and Reform Commission on Printing and Distributing the Interim Measures for Social Stability Risk Assessment of Major Fixed Asset Investment Projects" and the "Inner Mongolia Autonomous Region Development and Reform Commission on Printing and Distributing the Interim Measures for Social Stability Risk Assessment of Major Project Construction in Inner Mongolia Autonomous Region", etc. "The relevant guidance, the 3.6 million tons/year tamping coke project of the Xilaifeng Branch of the National Energy Group Coal Coking Co., Ltd. is now publicized, and the public's opinions and suggestions on social stability risks are collected and solicited.
A brief overview of the planning
1. Construction location
The project site is located in Xilaifeng Industrial Park, Hainan District, Wuhai City, Inner Mongolia Autonomous Region. The new coking project is located on the east side of the original first-phase coking plant. The east side of the project is adjacent to Haiming Road, the park road, the south side is the dormitory area and artificial lake of the Xilaifeng Branch of the National Energy Group, and the west side is adjacent to the Xilaifeng Company Railway Station. , the north side is adjacent to Pioneer Street in the park.
2. Construction content and construction scale
Adopt world-class coking technology, build a tamping coke oven with a carbonization chamber height of 6.78 meters, and build equipment such as coal coking system, gas purification system, desulfurization and denitrification system, sewage treatment system and CDQ system. , ammonium nitrate, tar deep processing and other downstream industrial chain development. On the basis of comprehensive consideration of the safe and stable operation of upstream and downstream enterprises in the industrial chain of the park, potential huge loss of state-owned assets, resettlement of unemployed persons, huge financial costs and other factors, the project is planned to be constructed in two phases: the first phase of 2x65 holes 1.6 million tons/year, Construction will start in March 2022, and production will start in December 2023. At that time, two 4.3-meter coke ovens with a production capacity of 1 million tons and Tianxin Company’s 600,000-ton coking will be shut down; The project will be launched in 2023 and completed in 2025. The original four 5.5-meter coke ovens (2 million tons of coking capacity) will be shut down and withdrawn.
The total investment of the project: 5,863,662,500 yuan, of which self-owned funds: 2,345,465,000 yuan, applying for bank loans: 3,518,197,500 yuan, and the planned construction start and end years: March 2022 to December 2025.
