China will steadily promote the reform of exchange rate formation mechanism

According to Xinhua News Agency, Premier Li Keqiang of the State Council attended the opening ceremony of the Summer Davos Forum in Dalian on the morning of the 2nd and delivered a special speech.
Li Keqiang said that the Summer Davos Forum had been held in China for 13 years. When the Summer Davos Forum was set up, a new round of industrial revolution was emerging, the pace of globalization was accelerating, and new formats, new technologies and new business models emerged in endlessly. At that time, the theme of "new leaders" was determined, and it still has practical significance. Many growth enterprises have grown into "tremendous trees" in that year. We just want to let all kinds of market players, big enterprises and growth-oriented enterprises compete with each other, compete fairly and develop together.
Li Keqiang said that under the current international situation, this forum has a strong practical pertinence in discussing the issue of economic globalization in depth. At last week's summit in Osaka, the leaders of the Group of Twenty, President Xi Jinping profoundly expounded China's position and views on economic globalization, and once again expressed his willingness to work with the international community to guide economic globalization in the right direction.
Li Keqiang pointed out that economic globalization is the objective requirement of the development of social productive forces and the inevitable result of scientific and technological progress, from which all countries benefit in general. A new round of industrial revolution under the condition of economic globalization not only makes the global industrial chain, innovation chain and value chain more closely linked, but also strongly promotes inclusive growth. We should adhere to the general orientation of economic globalization, promote the liberalization and facilitation of trade and investment, and improve the institutional arrangements of fair rights, fair opportunities and fair rules so as to achieve mutually beneficial, win-win and balanced and inclusive development. Faced with the current downward pressure of the world economy, we should carry forward the spirit of partnership, negotiate equally, seek common ground while reserving differences, control differences, expand consensus and form joint forces. The authority and effectiveness of the rules-based and WTO-centric multilateral trading system should be respected and maintained. Over the past 40 years of reform and opening up, China has actively integrated into the global division of labor system and industrial chain, innovation chain and value chain, and fully fulfilled its opening commitments, Li Keqiang said. Facing the future, China will unswervingly promote all-round opening up and devote itself to developing a higher level of open economy. We will deepen the opening of manufacturing industries, deepen the opening of modern services such as finance, steadily promote the reform of exchange rate formation mechanism and convertibility of capital projects, further reduce the overall level of tariffs independently, improve the system of laws and regulations for opening to the outside world, and make greater efforts to protect intellectual property rights. The openness, transparency and predictability of China's foreign investment will be higher and higher, and the overall investment environment will be better and better.
Li Keqiang introduced the current economic situation in China. He pointed out that in the first half of this year, China's economy was generally stable and operating in a reasonable range, and its economic fundamentals continued to maintain a steady and positive trend, with major economic indicators meeting expectations. Of course, China's economy is also facing new downward pressure. We have foreseen and made full preparations for this. China has a huge market, abundant human resources, complete industrial matching, rapid growth of new momentum, sufficient resilience, potential and room for manoeuvre, and the long-term trend towards good will not change.
Li Keqiang stressed that in the next step, we will firmly grasp the first priority of development. We will further implement the macro-policies and measures already promulgated, refrain from "flooding" type of strong stimulation and take the old road of paving the way for extensive growth. We will continue to deepen reform and strive to create a market-oriented, legalized and internationalized business environment to further stimulate the vitality of market players. Efforts should be made to implement two major tasks: tax reduction and fee reduction on a larger scale and the reform of "putting in charge". We will further relax market access and create an equal and fair market environment for all types of enterprises with ownership and domestic and foreign investment. Financial institutions should be encouraged to increase credit to small and micro-enterprises, and support large enterprises and small and medium-sized micro-enterprises to develop harmoniously and complement each other's advantages. We will vigorously optimize the environment for private economic development and implement fiscal support policies such as inclusive tax reduction and fee reduction. Deeply implement the strategy of innovation-driven development and cultivate and strengthen new momentum for development. We will continue to implement inclusive and prudent supervision to promote the sustained and healthy development of emerging industries. We will further promote mass entrepreneurship and innovation, and constantly enhance economic innovation and competitiveness. Promote the benign interaction between economic development and people's livelihood improvement, aim at the pain and blockage points of people's livelihood, improve people's living standards, and make the achievements of reform and development better benefit the people.
