On July 2, the three-day Annual Conference of New Leaders of the World Economic Forum 2019 (Summer Davos Forum) entered its second working day. At the sub-forum of "China's New Policies Towards Foreign Enterprises" held that afternoon, representatives of institutions from many countries gathered to express their opinions on the hot topic of "foreign investment". On the morning of the same day, Premier Li Keqiang delivered a special speech at the opening ceremony of the Summer Davos Forum. He said that the supporting laws and regulations of the Foreign Investment Law are being formulated and are expected to be completed by the end of this year. The Foreign Investment Law will be implemented simultaneously with the Foreign Investment Law on January 1 next year. Journalist of Daily Economic News noted that just during this year's two sessions of the National People's Congress, the Second Session of the 13th National People's Congress voted to pass the Foreign Investment Law, which attracted the attention of global investors. There are new basic laws in the field of foreign investment in China, and it is widely believed that it will bring a comprehensive picture to China's economy. Ring. The logic of foreign investment in China has changed.

With the continuous expansion of China's opening to the outside world, the environment of foreign investment is also changing. Yasushi Akahoshi, president of JETRO, recalled that as the heaviest representative of foreign investment in this sub-forum, Japan's investment in China can be divided into two stages: the first stage is to rely solely on China for production; the second stage, with the continuous expansion of China's domestic market, The business objectives of Japanese enterprises have also changed. Japanese companies hope to have more opportunities to participate in China's domestic market. At the sub-forum, Sue Kench, global management partner of Jindu Law Firm, gave a positive comment on China's Foreign Investment Law to be implemented on January 1 next year, which undoubtedly reflects China's determination to continue opening up. "China's investment environment is becoming more and more free, attracting foreign investment in all fields, and opening up opportunities such as government procurement to foreign investors."

As one of the Chinese representatives on the floor, Ding Yuanyuan, vice president and Dean of CEIBS, introduced to the audience the difference between the law and the past. He said frankly that we should first look at the background of the introduction of the Foreign Investment Law from a broader perspective.

He said that China has now become an important destination for overseas investment. In this context, it is very important for foreign businessmen to obtain the same conditions as Chinese enterprises in China. The promulgation of the Foreign Investment Act will help Chinese enterprises win better conditions for investment in the United States and other countries. From Ding Yuan's point of view, foreign businessmen in China nowadays pay close attention to the laws closely related to foreign investment because the way they invest here has completely changed. "Now, they all want to come to China, stay here and build a complete value chain here. Not only manufacturing, but also want to do R&D in China, as well as brand building and sales building, so it is a complete value chain. Ding Yuan said. Jonathan Woetzel, president of McKinsey Global Research Institute, also spoke highly of the Foreign Investment Law in an interview with Daily Economic News.

He said that "this law will help to promote the opening up of more economic fields in China and create a fair competitive environment for domestic and foreign enterprises. China's market will be more open and inclusive. Throughout the world, China is still the country that provides the most growth opportunities for enterprises. Journalist noted that the Foreign Investment Law has given direct responses to some legal issues of special concern to foreign investors, including investment approval and intellectual property rights issues, and made relatively thorough and clear provisions.

Ding Yuan said: "Nowadays, more and more intellectual property rights in China are independent intellectual property rights, such as Huawei or other companies. Now we have become a producer of intellectual property rights and consequently a protector of intellectual property rights. So we hope to have more protection, which is certainly a good phenomenon. We will also look forward to stronger and stronger protection in the future.

As to how Chinese and Japanese enterprises cooperate, Ding Yuan mentioned that Chinese service enterprises can learn advanced knowledge from Japan, while Japanese service enterprises can make more profits from the big market of China.

Akira said that the Foreign Investment Law had a great impact on Japanese foreign investment, and Japan was concerned about the future implementation of the Foreign Investment Law. On the whole, he is "optimistic" about the implementation of the Foreign Investment Law in China and the opening up of China in the future.

Chixingkang also disclosed on the spot that it would increase its investment in the mainland of China. When the host of the forum asked which city it would be, Akira hesitated for a few seconds and then shyly uttered a Chinese sentence: Chengdu.

He said that he had been to Chengdu 15 years ago, "presumably there has been a great change in Chengdu now."

He said, "Many Japanese enterprises are interested in the mainland cities, not only as a production base, but also because it is a huge domestic market." In Chi Xingkang's view, Chengdu is a good example of inland cities. He said he had planned a field trip to Chengdu.
