On March 17, the Sichuan Provincial Medical Insurance Bureau released news that following the implementation of the results of the volume procurement of coronary stents and coronary expansion balloons, the bureau continued to promote the inter-provincial alliance centralized volume procurement work, using the "volume linkage, two-way choice" approach, the completion of the inter-provincial alliance organization of IOL, coronary drug balloon and pacemaker class medical consumables The three types of consumables have seen their prices drop significantly, with the largest reduction of over 80% for the selected products.



  Among them, coronary drug balloons and pacemakers selected results have been on January 30, 2022 and February 16, respectively, the implementation of the IOL also on March 7, 2022 in Sichuan.



  It is reported that the quantity procurement, the average price of coronary drug balloon from 22,000 yuan down to 6300 yuan, price reduction of more than 71%, the maximum reduction of 81%, according to the Sichuan province demand is expected to save procurement costs of about 76 million yuan per year;



  The average price of pacemakers dropped from 48,000 yuan to 24,000 yuan, down by 50%, with a maximum reduction of 81%, and the estimated annual savings in procurement costs is about 139 million yuan; the average price of IOLs dropped from 4,112 yuan to 2,347 yuan, down by 43%, with a maximum reduction of 78%, and the estimated annual savings in procurement costs is about 240 million yuan.

  After the collective procurement, the price of relevant medical consumables in Sichuan is at a lower level nationwide. Up to now, Sichuan Province has covered coronary stents, coronary dilation balloons, coronary drug balloons, pacemakers and artificial crystals, and is expected to save a total of about 1.564 billion yuan in procurement funds each year.



  At present, high-value consumables procurement with quantity has entered a new stage of normalization and institutionalization.

 

The collective procurement of high-value medical consumables has focused on cardiology and orthopaedics, two areas of greatest concern to the public. The collective procurement of cardiac stents has been running for one year, with a total of 1.69 million sets of stents selected, reaching 1.6 times the annual agreed procurement volume.



  In 2021, the state launched state-organised centralised volume procurement for the more complex orthopaedic consumables. From the current perspective, state-organised, allied procurement has formed a regular pattern.



  Chen Jinfu, deputy director of the National Health Security Bureau, pointed out at a regular State Council policy briefing earlier this year that the average reduction in heart stents was 93% and the average price reduction for artificial hip and knee joints was 82%, squeezing out the room for inflated prices.

 

From the cumulative results of the three-year reform, the state organization has saved more than 260 billion yuan in collective procurement costs. Take heart stents as an example, the original in the middle of the stent products, 1/3 is stainless steel, now basically eliminated, the use rate of the selected chromium alloy reached 95%.
