Accelerating the Construction of High-end Energy and Chemical Industry Base

Recently, the Shaanxi Provincial Government held the 17th Symposium on the Construction of High-end Energy and Chemical Bases in Yan'an to implement the "Three Transformations" strategy, innovate industrial development models and paths, and speed up the construction of high-end energy and chemical bases in northern Shaanxi with chain extension and quality improvement as the main line.
Liu Guozhong, governor of Shaanxi Province, said that in order to promote the development of high-end energy and chemical industry bases in northern Shaanxi towards high-quality, we should release high-quality production capacity on the basis of ensuring safe production, implement technical transformation of major projects in the field of coal chemical industry, vigorously develop high-end fine chemical products, and promote coal resources to be highly efficient and clean in electric power.
According to Lu Jianjun, director of Shaanxi Development and Reform Commission, the construction of high-end energy and chemical industry in northern Shaanxi has been further advanced. The comprehensive utilization of Yanan coal and oil resources, Yulin Dongyuan mixed aromatic hydrocarbons and Luochuan light hydrocarbon cracking and alkylation projects have been completed and put into operation in 2018, with a breakthrough in industrial chain extension.
"Next step, we will take chain extension and quality improvement as the main line, consolidate the basis for increasing coal and oil production, continue to promote the release of high-quality coal production capacity and oil and gas storage and production, and enhance the level of chemical industry chain. At the same time, Shaanxi will establish a high-end development mechanism of energy and chemical industry, set up a special working group, accelerate the industrialization of chain extension technology, promote the breakthrough and extension of six industrial chains, such as olefins and downstream industries, and open up the chain of high-end energy and advanced manufacturing industries. Lu Jianjun said. Li Chunlin, mayor of Yulin, mentioned that Yulin had clearly defined the transformation and upgrading idea of "relying on the resources and capital advantages in the growing period, supplementing the upstream and downstream areas, promoting the high-end terminal of energy-based industries, changing resources for transformation, fostering and expanding new industries", and established a new strategy of "12363" high-end development of coal chemical industry, that is, transformation. The main line is upgrade and high-quality development, adhere to the two bottom lines of environmental protection and safety, strive to complement the shortboard of basic chemical industry and enhance the scale advantage, strive to introduce internationally competitive enterprises, technologies and products, strive to develop the processing industry of chemical terminal products, and construct vertical, horizontal coupling, upstream and downstream collaboration supporting coal. Six industrial chains, namely, quality separation, coal-to-methanol-olefin and downstream, coal-to-aromatics-ethylene glycol-polyester, coal-to-oil, coal-based high-end chemical industry and chlor-alkali chemical industry, have been established to achieve three major objectives: conversion of raw materials to materials, expansion of bulk chemicals to end-use products, and stride forward from the middle and low end of the industrial chain to the high end. According to the reporter, this year, Yulin will promote 12 major energy and chemical projects such as Zhongke Coal-to-Oil, accelerate the construction of a large number of fine chemical projects, promote the extension of coal to high-end products and terminal products, and promote the development of downstream industries such as plastic products, textile and clothing, and equipment manufacturing. At the same time, we will begin to lay out new industries such as hydrogen energy and methanol automobiles, and accelerate the construction of Huawei-Yulin "China's Energy Valley".
