The new area of Shanghai Free Trade Test Zone has come

Recently, the State Council approved the establishment of a new port-vicinity zone of China (Shanghai) free trade pilot zone, and the overall plan for the new zone was also released yesterday. According to the Overall Plan, the first start area of the new Lingang District is 119.5 square kilometers.

Vice Minister of Commerce and Deputy Representative of International Trade Negotiations, Wang Shouwen, introduced at the press conference that Lingang New Area will bid for the Free Trade Park with the strongest internationally recognized competitiveness, implement open policies and systems with stronger international market competitiveness, and create special economic achievements with more international market influence and competitiveness. Energy zones should better serve the overall strategic layout of opening up.

The Ministry of Commerce will, in accordance with the unified deployment and in conjunction with Shanghai and other relevant units, accelerate the implementation of the pilot reform tasks in the new Lingang District, and grant the new Lingang District greater autonomous development, autonomous reform and autonomous innovation management authority.

Chen Yin said that the new area is located in the port-vicinity area of Southeast Shanghai, considering the needs of national strategy and emerging industry development, with certain development space, perfect international transportation conditions, and easy to implement risk prevention and control measures.

"The transportation conditions in the region are very superior. There are seaports, Yangshan Deepwater Port, airports, Pudong International Airport, railways, highways, rail transit, and high-level inland waterways. They are the most perfect transportation conditions in the same region in the world. They can give full play to Yangshan Deepwater Port and Pudong Airport. Fourthly, in terms of the mode of supervision, the new port-vicinity area will build Yangshan Special Comprehensive Bonded Zone as a new type of customs special supervision area.

Chen Yin introduced that Shanghai has refined its various tasks and initiatives into three categories and 78 arrangements. First, it has clearly defined the key policies of the overall plan and will formulate 23 operational rules, such as opening up the financial industry first. Secondly, 35 implementation plans will be formulated for innovative initiatives with clear overall plan, such as the implementation plan of special comprehensive bonded area of customs. Thirdly, five medium- and long-term comprehensive plans should be formulated to clarify the regional functions of the overall plan.

The new policy of "household transfer" has been reduced from seven years to five years

The overall plan requires that the new area carry out differentiated explorations and implement open policies and tasks with strong international market competitiveness. On the basis of applying various open and innovative measures of the free trade pilot area, we support the new area to promote the liberalization and facilitation of investment and trade, focusing on freedom of investment, trade, capital, transportation and employment.

Chen Yin said that within the scope of local authority, the Shanghai Municipal Committee and the municipal government have studied and formulated special policies to support the construction of new districts, focusing mainly on management authority, financial support, talent attraction, land planning, housing security and so on. For example, special policies give new districts greater autonomy in reform. In principle, Shanghai's major reform initiatives give priority to pilot projects in new districts. Shanghai's policy initiatives to support the reform and opening-up of Pudong New Area are applicable to all new districts. At the same time, Shanghai has put forward 12 supporting policies, including the shortening of the period of "transfer of residence permit to household registration" from 7 to 5 years, and the further shortening of core talents to 3 years. Moreover, the purchase of a new area requires a tax or social security period shortened from five years to three years.
