Hebei: Primary and secondary schools restrict the sale of high-sugar beverages

Based on the current situation of oral health and oral hygiene in Hebei Province, the Provincial Health Commission has organized and formulated the Implementation Plan of Hebei Health Oral Action (2019-2025). In the future, it will implement the popularization of oral health behavior, the optimization of oral health management and oral hygiene. By 2020, the oral health service system in Hebei Province will be basically sound, the ability of oral health service will be improved as a whole, and the oral health care level of key population such as children and the elderly will be steadily improved. Oral diseases not only affect the physiological functions of oral chewing and pronunciation, but also have a close relationship with systemic diseases such as stroke, heart disease and diabetes mellitus. The results of the fourth national oral health epidemiological survey released in 2017 show that the incidence of dental caries in children is on the rise, and the periodontal health of adults is not optimistic.

Combined with the construction of healthy campus, Hebei Province will restrict the sale of high-sugar drinks and snacks in primary and secondary schools and kindergartens, and reduce the supply of sugary drinks and high-sugar foods in canteens. We will dynamically adjust the coverage of comprehensive intervention projects for children's oral diseases throughout the province, and promote the implementation of intervention models for children's oral health examination, pit and fissure closure, and local use of fluoride by health and education departments. We will actively explore government purchasing services with prevention and control effects as evaluation indicators, and encourage local governments to take comprehensive intervention in children's oral diseases as a livelihood project to achieve full coverage of children of appropriate age in conditional areas. Develop oral health service for 1000 days in the early life, regard oral health knowledge as the key content of pre-marital physical examination, maternal health management and school curriculum for pregnant women, and strengthen the idea that parents are the first responsible person for children's oral health.

In the oral health management of young and middle-aged (occupational) population, Hebei Province will focus on the maintenance of periodontal health, promote the use of health care toothbrushes, fluoride toothpaste, dental floss and other oral health products, promote the inclusion of oral health examination in routine physical examination projects, and advocate regular oral health examination and preventive oral cleaning. Oral diseases prevention and treatment services such as treatment and early treatment. In order to improve the oral health management of the elderly, we will advocate that the elderly pay attention to the relationship between oral health and overall health, strengthen oral health management for the elderly with chronic diseases such as hypertension and diabetes, and actively carry out the prevention and treatment of caries, periodontal diseases, oral mucosal diseases, denture restoration and other services. In order to improve the construction of oral health service system, Hebei Province clearly proposed that specialized hospitals, general hospitals, stomatology departments, grass-roots medical and health institutions and public health institutions should establish and improve the cooperative mechanism of their respective functions and complementary advantages. Implementing the hierarchical diagnosis and treatment system, relying on the construction of dental specialist consortium, standardizing the diagnosis and treatment of oral diseases. To give full play to the technical guidance role of provincial dental hospitals, provincial medical institutions and municipal backbone medical institutions in the prevention and treatment of oral diseases, three-level guidance centers for prevention and treatment of oral diseases at provincial, municipal and county levels have been gradually established.

According to the unified deployment of the state, oral health will be integrated into the existing chronic diseases and nutrition monitoring system in Hebei Province, and a provincial-wide and interconnected oral health monitoring network will be gradually established. To collect and investigate information on prevention and control of oral diseases, to grasp the basic situation of residents'oral health and prevention information, to strengthen data analysis and utilization, and to effectively evaluate the effectiveness and cost-effectiveness of prevention and control measures.
