Publication of the First PPP Asset Transaction Rules in China

On September 11, the first "Regulations on Property Transactions of Government and Social Capital Cooperation (PPP) in China" was officially promulgated. This rule is formulated by the first national government and social capital cooperation (PPP) asset trading and management platform. It is reviewed by the Rules Expert Committee and issued by Shanghai Jintiancheng Law Firm a third-party legal opinion.
The rule is composed of general rules and some rules, including six chapters and 72 articles. It defines the scope of PPP assets, and clarifies the parties involved in PPP assets transaction, trading standards and conditions, trading process and platform services and management.
PPP platform was established on February 28, 2017 by PPP Center of Ministry of Finance and Tianjin Financial Assets Exchange. The goal of this platform is to provide one-stop fund solutions and services for all parties in the PPP industry nationwide, to form unified standards and rules for the PPP industry, to build an ecological Alliance for the PPP industry, and to continuously promote the healthy, sustainable and efficient development of the PPP industry in China.
Experts in the industry generally believe that with the development of China's PPP market, exploring the formulation of trading rules suitable for the characteristics of PPP assets trading in the special market has a milestone in improving the liquidity of assets, releasing investment space, exploring the construction path of China's PPP secondary market, and contributing to the sustainable, healthy and high-quality development of China's PPP market.
