Knife at inferior loose coal!

In order to prevent and control air pollution and ensure the people to clean, warm and winter, Tangshan Market Supervision Bureau has carried out in-depth special actions on the management and control of low-quality bulk coal and briquette quality since July 26, and achieved phased results.

Open the pull-net survey. To organize and carry out wire-pulling investigation, to fully grasp the city's bulk coal sales outlets, clean briquette enterprise production and so on, so as to make the bottom number clear and the situation clear. Detailed accounts of actual bulk coal business entities, sampling and law enforcement (case) accounts have been established, and key supervision of abnormal business entities has been implemented. At present, there are 28 centralized operating sites for bulk coal in the city, and 65 actual operating households for bulk coal.

Dynamically manage clean briquette production enterprises, organize visits from home to understand the production capacity, production status and sales area of enterprises, and help enterprises prepare for production. Up to now, there are 18 clean briquette production enterprises in the city ready to organize production.

Sale and burning of bulk coal are strictly prohibited. One is to highlight the "no-combustion zone" and have completed the supervision of "electricity instead of coal" and "gas instead of coal" areas, and strictly prohibit the sale and burning of bulk coal. At present, all 16 non-combustion zones have achieved "zero" of bulk coal sales dynamics. We will resolutely ban unlicensed bulk coal sales outlets in accordance with the law, ban one and thoroughly clean up one, and prevent the "resurgence of dead ash". The number of bulk coal operators in the city has decreased by nearly 90% compared with 2017.

Second, we should give prominence to the supervision of bulk coal import, give full play to the two "provincial boundaries" checkpoints in Dongtianzhuang and Luoshan in Yutian County, Fengnan District, and the card control role of overtaking control stations to ensure that people are on duty 24 hours, equipped with sampling inspection and monitoring equipment, and strengthen the management and control of bulk coal transport vehicles, wherever there is no "Quality Inspection Report" and "Purchase and Sale Contract". Coal vehicles are resolutely advised to return, and low-quality loose coal is strictly prevented from flowing into our city. Since this year, two provincial border checkpoints have inspected 1603 coal vehicles and advised 310 to return. Highlight the supervision of clean briquette, urge the implementation of the main responsibility, do a good job in production and sales accounts, and strictly control product quality.

Strengthen investigation and punishment. Every vehicle entering our city shall hold the Quality Inspection Report and the Purchase and Sale Contract. For the unqualified bulk coal sampled, it shall be investigated and dealt with resolutely according to law, seize and confiscate products, and strictly prevent the re-entry of inferior bulk coal into the market. Since this year, 88 batches of sampling inspection have been carried out, covering 100%, and 35.71 tons of inferior bulk coal have been seized and confiscated. For clean briquette production enterprises, sampling inspection is carried out once a week in heating period, once a month in non-heating period and 100 batches of coal preparation products are sampled for high-frequency quality inspection. The coverage rate of sampling inspection is 100%. At the same time, we should give full play to the advantages of multi-department joint law enforcement, innovate the working methods of "early patrol + daily patrol + night patrol", control the good and poor quality bulk coal input sources and illegal activities of production and sales of low quality bulk coal, and always maintain the high-pressure situation of heavy punches. Especially in view of the situation of individual illegal bulk coal operators walking through streets and selling on the move, we should increase the intensity and frequency of inspection, and severely crack down on guerrilla selling of low-quality bulk coal and other acts. Up to now, 5 cases have been filed, and 4 households have been banned from operating bulk coal illegally.
