Sino US economic and trade ministerial consultations held in Washington

From September 19 to 20, the economic and trade teams of China and the United States held consultations at the Deputy ministerial level in Washington, D.C., and held constructive discussions on economic and trade issues of common concern. The two sides also seriously discussed the specific arrangements for the 13th round of high-level Sino-US economic and trade consultation to be held by the leaders in Washington in October. Both sides agreed to continue to maintain communication on relevant issues.

Also according to first financial news, local time 17, the United States Trade Representative Office (USTR) announced 3 China added tariff goods exclusion list notice, more than 400 goods are exempt from the added tariff. Unlike previous times, the list involved the 3 batch of Chinese products announced by the us to impose tariffs.

According to the reporter, the list of excluding tariffs covers 437 items of goods. The excluded items are mainly parts and components of various instruments and equipment, organic synthetic materials, daily necessities, chemical products, textiles, mechanical and electrical equipment, chemical products, steel products and so on. These commodities are distributed in the 3 batch of Chinese products that have been added to the tariffs announced by the United States since last year, 34 billion US dollars, 16 billion US dollars and 200 billion US dollars respectively.

Since December 28, 2018, USTR has published 11 batches of exclusion lists. According to the first financial reporter, 984 items, 87 items, 21 items, 515 items, 464 items, 110 items, 69 items and 10 items were excluded in the first eight times. On Sept. 17, USTR released three exclusion lists at one time, involving the three large quantities of goods mentioned above, which had never happened before.

USTR stated in its notice on the exclusion list of $34 billion tariff-added goods that on September 17, 2019, USTR issued notice 329-F9 announcing goods that could be excluded from tariffs. According to the United States Trade Act 1974 301st B, 301st C and 307th a, as well as the recommendation of the 301 paragraph of the inter Agency Committee, the trade representative of the United States declared that 310 of them were subject to tariff exclusion. The statement said that the decision also referred to the "Advisory Committee and the public's suggestions and opinions on products excluded from tariffs".
