Strategic Development of Vitalization of Rural Areas with High Quality

On September 29, Shaanxi Provincial Market Regulatory Bureau issued 9 local standards, such as "Rules for the Construction and Operation of Farmers'Specialized Cooperatives". The issuance of the nine local standards not only effectively filled the standard gap in the field of rural revitalization, but also inserted a wisdom engine into the effective implementation of the Rural Revitalization strategy, opened a new era of standardization work in the field of Rural Revitalization in our province, and contributed "Shaanxi wisdom" and "Shaanxi strength" to the high-quality development of the National Rural Revitalization strategy.

It is understood that the nine standards issued include: Standards for the Construction and Operation of Farmers'Professional Cooperatives, Regulations for the Management of Farmers' Educational Training Institutions, Regulations for the Teaching and Management of Farmers'Education and Training, Standards for Family Farm Construction and Production and Operation, Planting Types, Rural Sanitation Service Standards, Rural Human Settlement Environment Village Appearance Governance Requirements and Rural Human Settlements Environment Environmental Domestic Waste Management Requirements, Rural Human Settlement Environmental Toilet Requirements, Rural Human Settlement Environmental Sewage Management Regulations. Implementing the strategy of Rural Revitalization is an important decision-making plan made by the Nineteenth National Congress of the Party. The improvement of rural human settlements environment is the first battle to implement the strategy of rural revitalization. Improving rural human settlements, making agricultural development mode and farmers'life style green, and making rural ecology beautiful and environment bright are the important contents of ecological civilization construction and the inevitable requirement of promoting rural revitalization.

In an interview with reporters, the head of the Standards Office of the Provincial Market Supervision Bureau said that, as far as Shaanxi Province is concerned, the agricultural foundation is deep and the geographical characteristics are distinct, but as a complex project, how to realize the overall goal of strong agriculture, beautiful countryside and rich peasants, we must do a good job in top-level design from the source, ensure advanced and reasonable technology, and safeguard the management system. Evidence science is reliable, among which standardization plays a key role. As a participant in the implementation of the strategy of Rural Revitalization in Shaanxi Province, the Provincial Market Regulatory Bureau has always focused on enhancing the basic, strategic and leading role of standardization in the development of agricultural industry, strengthening the research and cultivation of standardization technology, and comprehensively integrating technical resources to overcome difficulties. Since this year, on the basis of the preparations for the early key training, the Provincial Rural Revitalization Professional Standardization Committee has been approved and established. It leads the Provincial Standardization Institute, Yang Ling and Baoji Market Supervision Bureau. Under the leadership of Deputy Director Tian Zhongzhi of the Provincial Market Supervision Bureau, it has gone deep into the rural front line, conducted face-to-face talks with the masses, listened to opinions, talked with village cadres about their experience and teaching methods, and grasped first-hand information. To study and summarize the characteristics and rules, lay a good foundation for the formulation, issuance and implementation of standards.

The publication and implementation of the nine local standards in Shaanxi Province has been at the forefront of the domestic professional field in the standardization construction. It will play an important role in the pilot project of standardization construction of rural human settlements environment in our province, provide model reference for economic construction, political construction, cultural construction, social construction, ecological civilization construction and organizational construction, export "Shaanxi Standard" and create "Shaanxi Business Card" for the implementation of the strategy of rural rejuvenation in the whole province and even in the whole country.
