Jiangsu proposes that the self-sufficiency rate of pork will be over 70% by 2022

In order to stabilize production and supply, the general office of Jiangsu provincial government recently issued the implementation opinions on stabilizing pig production and ensuring market supply and promoting the high-quality development of pig industry. It is proposed that by 2022, the self-sufficiency rate of pork in the whole province will be more than 70%, the scale rate of breeding will be more than 85%, and the comprehensive utilization rate of manure pollution in large-scale pig farms (households) will be more than 90%; by 2025, the scale The comprehensive utilization rate of fecal pollution in large-scale pig farms (households) is over 92%.
We will improve the incentive and restraint mechanism, encourage the main pig market areas to support the development of pig production in the main production areas, establish an ecological compensation mechanism from the market areas to the production areas in accordance with the principle of "who benefits, who compensates", and promote the formation of a pattern in which the main production areas have substantial benefits for pig production and the main market areas have meat security. In terms of financial subsidies, Jiangsu will focus on supporting the recovery and expansion of production capacity of pig farms and large-scale pig farms, as well as the construction of facilities such as cleaning and disinfection, harmless treatment, resource-based utilization, breeding environment control, automatic feeding, etc., implement subsidies for improved pig breeds, and increase the amount of subsidies for agricultural machinery purchase involving pig production. In terms of credit insurance, Jiangsu continued to implement the policy of discount interest on loans for pig farms and large-scale pig farms, with the term extended to December 31, 2020, and the construction fund loans included in the scope of discount interest. We will temporarily increase the coverage of sows that can be bred from 1200 yuan to 1500 yuan.
In terms of transportation, piglets and cold fresh pork will be included in the policy scope of "green channel" for fresh agricultural products transportation. Before June 30, 2020, vehicles legally transporting pigs and frozen pork will be exempted from vehicle toll. In the aspect of environmental impact assessment, all the regulations on banning and restricting pig breeding that are beyond the laws and regulations shall be cancelled, and the large-scale farms (households) that need to be shut down and relocated in the prohibited areas shall be arranged to support the reconstruction of different places. In terms of land use guarantee, the land for pig industry development shall be included in the local land space planning, and the increase and decrease of urban and rural construction land shall be encouraged to be linked with the surplus index to guarantee the land for pig industry development.
