Accelerate the development of coal industry with high quality

The Fourth Plenary Session of the 19th Central Committee of the Communist Party of China proposed that we should adhere to and improve the basic socialist economic system, promote high-quality economic development, enhance the innovation ability and anti risk ability of state-owned enterprises, and improve the basic industrial ability and the modernization level of the industrial chain. Over the past 70 years since the founding of new China, the coal industry has made great progress, but there are some problems in the process of development, such as uncoordinated, unbalanced, inadequate and unsustainable. It is imperative to accelerate the high-quality development of coal industry with coal as the basic energy. The high-quality development of coal industry must conform to the new development concept, follow the new strategic principle of energy security of "four revolutions and one cooperation", and take innovation as the driving force to realize the high-quality and sustainable development in the whole process, all elements, all cycle and all-round way of coal development and utilization. Its characteristics are as follows: controllable mining conditions, transparent geological conditions, scientific coal mine design, compliance of operation behavior, intensive development mode, intelligent mining mode, unmanned production and operation, green development and mining, high efficiency and benefit, occupation of staff team, high brand image, low carbon transportation and sales, clean coal utilization, in-depth international cooperation, and happy employees.
How to realize the high-quality development of coal industry? The author believes that it is necessary to change the mining mode, take the chain development as the platform, and take the thought promotion and top-level design planning as the guarantee. First, we need to change the mining mode. We need to comply with mining regulations, put an end to illegal and scientific mining activities such as unlicensed mining, over capacity production and violation of regulations, and keep the bottom line of high-quality development. In order to achieve intensive mining, it is necessary to establish a regional central control system to jointly control the mining of multiple coal mines in the region, so as to realize the control and command of multiple coal mines by one headquarters. Finally, the concept of coal mine is cancelled, and a platform that all coal mining points can control and command remotely is established to realize coordinated and intensive mining of one coal field. In order to mine safely, new coal mines should innovate and apply new intelligent mining technology, develop and design robot production system, and realize the operation of few or no people from the source.
Establish a new safety management mode for production coal mines, grasp the source of planning and design, prevent and control major disasters, manage the source well, focus on the key points, and achieve intrinsic safety. It is necessary to develop and build an intelligent mine information system integrating geological exploration, precise control, intelligent production, autonomous cruise, automatic monitoring, precise sensing, advanced early warning, efficient command, intelligent decision-making and effective rescue. To achieve high-efficiency mining, build a human-oriented lean management mode, realize the organic matching of all elements of each link, achieve accurate production organization, excellent equipment operation, accurate data and information, fine management system, proficient personnel skills, and realize the high-efficiency and efficient mining at this stage. To achieve green mining, we need to study and formulate the design, construction, production, closure and other link standards of green mining of coal, overcome the application technical difficulties of space storage and industrial production of closed pit coal mine, integrate the new technology of harmless mining and recycling, and realize the green mining in the whole life cycle of coal mine. For professional mining, enterprises and coal colleges and universities should change the way of personnel training, cultivate new type of professional management, technology and operators suitable for intelligent mines, and establish specialized service and operation teams with clear division of labor, professional skills, safety and efficiency.
To exploit happily, we should take employees as the center, meet their material and spiritual needs, and make employees have more sense of gain, happiness and security in terms of working concept, environment, treatment, intensity and value. The second is to take the chain development as the platform. Establish the coal intelligent transportation and marketing platform, establish the information integrated intelligent comprehensive transportation and marketing platform based on the Internet of things, big data, cloud computing and blockchain technology, master the demand of the demander for coal varieties, quality and quantity in real time, master the transportation capacity and vehicle status of the transporter, master the inventory and supply of the seller, master the production dynamics of the supplier, and let the demand Transportation, sales, supply and other links to achieve seamless docking. To realize clean coal combustion, conversion and utilization, research and develop harmless high-end coal-fired equipment, innovate high-efficiency coal-fired technology, research and develop new technology of classification and quality utilization of low rank coal, give priority to the development of high-efficiency conversion projects of coal raw materials, improve the value of coal utilization, and realize clean and efficient conversion. Third, we should emancipate our minds and attach importance to top-level design. First of all, we should emancipate our minds.
Research and design units, equipment manufacturers and coal enterprises of the coal industry must establish the concept of high-quality development, and implement the concept of high-quality development from the aspects of coal industry policy-making, standard setting, standard setting, mining design, equipment manufacturing, construction and production. Next, it is necessary to match the system, establish a high-quality development system that highly matches the whole industrial chain of coal industry with coal mining, development and utilization of new technologies, establish a new coal management system suitable for high-quality development, and establish a more scientific and reasonable system. Next, the top-level design should be in place, and the development plan, guidance and standard system of the coal industry should be studied and formulated. According to the different mining areas and mining conditions of the coal industry, the classification and accurate guidance should be carried out. In the end, to achieve sustainable development, we need to define the intensity of development scientifically, realize the coordination of resource development with market and environment, extend the period of high-quality resource development, and realize the sustainable development of coal resources.
