Foshan City issues the work plan for VOC remediation in vehicle industry
Recently, Foshan Municipal Bureau of ecological and environmental protection issued the relevant instructions on the remediation work plan of volatile organic compounds in the automobile maintenance industry of Foshan City. In order to continuously improve the air quality of the whole city and promote the green level of the automobile maintenance industry, the scheme standardizes the prevention and control of VOC pollution in the automobile maintenance industry from the source, process, collection, treatment and management, and encourages the automobile maintenance enterprises to adopt water-based (low volatile) raw and auxiliary materials for the spraying and paint repair of automobile maintenance. According to the plan, prevention, control and management work will be carried out for the motor vehicle maintenance industry that produces volatile organic compounds such as spraying and paint repair within the city this year. The existing automobile repair enterprises shall complete the regulation requirements before the end of 2019. The automobile repair enterprises that fail to complete the regulation tasks within the time limit shall stop the spraying, paint repair and other operations that generate VOC pollution. According to the plan, first, we should ensure environmental access.
According to the law and regulations, the environmental access of motor vehicle maintenance enterprises shall be well controlled. The city will no longer accept the application for filing of new, rebuilt and expanded motor vehicle maintenance enterprises that use oil paint to carry out painting operations, except for the regional centralized spraying center. By the end of June 2019, each district will complete the troubleshooting of auto repair enterprises within its jurisdiction; by the end of September, auto repair enterprises with incomplete procedures such as industry and commerce, safety production, environmental protection and maintenance qualification will be eliminated. Second, carry out source prevention and control. Encourage automobile repair enterprises to carry out the transformation and use of water-based coatings in an all-round way to reduce the emission of volatile organic compounds from the source.
For all automobile repair enterprises that use water-based (low volatile) organic compound content materials for bottom, middle and top paint spraying and touch up, if the exhaust gas monitoring of painting reaches the standard, they can not install exhaust gas treatment facilities and online monitoring and monitoring equipment; for automobile repair enterprises to be retained, if they are not willing to carry out water-based paint transformation, they must deepen the treatment, and install VOCs online monitoring (monitoring) facilities, and Networking with the ecological environment department; promoting the construction of green coating center in the auto repair industry. On the basis of the pilot construction of auto repair centralized spraying last year in the five districts of the city, at least one auto repair shared spraying center will be completed in each district by the end of 2019, encouraging the use of oily coating materials to enter the centralized spraying center; resolutely banning open-air and open type auto repair spraying Homework. Third, strengthen standardized management. Strengthen the management of transportation, transfer, storage, deployment of various types of coatings, organic solvents, cleaning agents and other raw and auxiliary materials in automobile repair enterprises, and the management of painting and drying workplaces; standardize the internal management of automobile repair enterprises, strengthen the management of solid waste, improve the application and registration system, and establish the account management system.
