National Energy Administration: give priority to coal supply in Key Area

In production coal mines, we should organize production scientifically and reasonably, strengthen the safety inspection of underground production system, strive to eliminate the hidden dangers of accidents, and strictly prevent production safety accidents. It is necessary to give full play to the characteristics of high degree of safety guarantee and strong regulation capacity of production system in open-pit mines, and strive to achieve full load production. During the Spring Festival holiday, it is necessary to scientifically formulate the plan for resumption of production of coal mines, perform the procedures for resumption of production in accordance with relevant regulations, and implement quarantine inspection and health protection according to the situation of epidemic prevention and control before resumption of production to ensure safe resumption of work. It is necessary to intensify the study and judgment of the demand trend of coal market after the Spring Festival, strengthen the information communication between the coal transfer out area and the transfer in area, smooth the road transportation, actively strive for the support of railway transportation capacity, do a good job in the three-way connection of production, transportation and demand, ensure that the national electricity coal inventory is at a reasonable level; give priority to the arrangement of the coal supply in the key epidemic areas and in the northeast, Beijing, Tianjin, Tangshan and other areas. We should strictly implement the coal medium and long-term contract and the pricing mechanism of "benchmark price + floating price", strictly prohibit any price increase beyond the contract agreement, strictly prohibit non performance of the medium and long-term contract for various reasons, and strictly prohibit the export of coal. The central coal enterprises and local state-owned coal enterprises should take the lead in politics and overall situation, make overall plans for epidemic prevention and control, coal mine production and supply, give full play to the backbone role, and provide a strong coal guarantee for the production and supply of public products such as electricity and heat; private coal enterprises should also actively fulfill their social responsibilities, and do a good job in coal supply and price stability during the epidemic prevention and control period. We should encourage and guide Party members and cadres to take the lead to stick to their posts, take the initiative to take on urgent and dangerous tasks, gather the staff and workers to respond to the epidemic situation, reflect the confidence and determination of the industry, and spare no effort to ensure production and supply. The notice emphasizes the implementation of daily scheduling and the implementation of responsibilities. Establish a daily report system for coal production of each coal producing province (District, city) and Xinjiang production and Construction Corps.
