Can coal mines meet the tide of resumption of production?

ECHEMI 2020-02-11

On February 5, the national development and Reform Commission and the National Energy Administration mobilized and redeployed the energy supply guarantee to deal with the epidemic, requiring full support and acceleration to promote the resumption of coal mining enterprises and do a good job in coal supply guarantee. However, the current anti epidemic is entering a critical period, and many power plants are short of inventory. Under the strong call of the State Department, can the coal mines usher in the tide of centralized resumption? In recent years, affected by the epidemic situation, the recovery of coal mine production has been seriously delayed, and the inventory of power plants in Shanxi, Inner Mongolia, Shandong and other places has declined rapidly, which is about to face the dilemma of no coal to burn. In the letter on further speeding up the resumption of coal mines and ensuring the stable supply of coal issued by the coal department of the State Energy Administration on February 5, it was clearly proposed to accelerate the resumption of coal mines.

The coal mines can resume normal production from February 3, and it is not allowed to force the coal mining industry to postpone the resumption of production. It is necessary to accurately guide the coal mines that are shut down during the Spring Festival to return to work as soon as possible on the premise of ensuring epidemic prevention and control and safe production. At the same time, it is required that central enterprises and provincial state-owned coal enterprises should play a leading role, make clear the resumption date of subordinate coal mines, and make a detailed resumption plan. In view of the severe situation faced by the current coal market, such as poor transportation, tight supply and accelerated expectation of coal price rise, the regulatory authorities once again reiterated that it is necessary to provide green channel support for coal transportation, forbid setting restrictions in various names, and affect the normal circulation of coal; strictly implement the medium and long-term coal contract and the pricing mechanism of "benchmark price + floating price", and forbid following the contract It is strictly forbidden to refuse to perform the medium and long-term contract for any reason. However, considering the requirements of local responsibility for the prevention and control of the epidemic in the main coal producing areas and the special industrial attributes of coal production, today's think tank believes that it is difficult for coal mines to return to work on a large scale in a short period of time.

On the one hand, in order to prevent and control the epidemic situation, some coal production areas have closed their coal logistics parks, and strengthened road traffic control, leading to serious obstacles in coal road transportation. Today, the think tank learned that at present, there are many high-speed exports in Ordos and Yulin, which are not allowed to pass without a pass issued by the local health and Health Commission. On the other hand, today's think tank pays attention to the requirements of the return notice issued by various coal mining enterprises in the near future. Due to the need of epidemic prevention and control, the return personnel from other places must be isolated for 7-14 days, and the insufficient strength of personnel on duty is bound to delay the date of coal mine resumption. In addition, it is particularly noteworthy that the notice issued by the State Administration of coal mine safety on February 4 clearly requires that the coal mine safety supervision departments and coal mining enterprises at all levels should do a solid job in epidemic prevention and control, so as to ensure that production safety is not guaranteed to resume production and epidemic prevention and control is not controlled to resume production. However, the current situation of epidemic prevention and control has not improved significantly, which leads to most coal mines dare not blindly resume production and work. Furthermore, the notice issued by the State Administration of coal mine safety provides a legal basis for coal enterprises to prevent and control the epidemic situation and ensure the safety of production. Today, think tanks believe that affected by various factors at present, especially when the situation of epidemic prevention and control has not been reversed, it is difficult for coal mines to return to normal production in a short period of time, and the market coal supply is likely to remain tight. Today's think tank suggested that relevant departments of the state should fully predict the actual problems faced by the resumption of coal mines.
