Fujian Energy Petrochemical Group enters36,000 tons of BDO
Project Review
Fujian Meizhou Bay Chlor-Alkali Company now has a normal operatingcapacity of 40,000 tons of BDO. In accordance with the principle of"withdrawing from the residential area, entering the park, upgrading andtransforming", the company has gradually moved out of the chlor-alkaliarea of Meizhou Bay Petrochemical Base, contributing to the stability of thelocal society.
The Minutes of the Regular Meeting of Fujian Petrochemical Group Companyon the Relocation Project of Chlor-alkali Area ([2019] No. 40) clearly putforward that the target is to stop production at the end of 2021, reverse theproject plan, make a solid plan to stop production of the old plant, relocateemployees, implement the relocation project plan and raise funds, etc., andpromote the relocation work in a practical manner. The chlor-alkali company hasto complete the acceptance and submit the filing materials at the end ofNovember 2021. To this end, Chlor-Alkali plans to relocate the entire company,using the principle of "build first, then move".
On September 1, 2021, Fujian Petrochemical Group/Fujian Meizhou BayChlor-alkali Industry Co., Ltd. announced for the second time the environmentalimpact assessment information of the project with an annual production capacityof 36,000 tons of BDO and 60,000 tons of PBT [relocation].

On March 21, 2022, the design plan of the relocation project ofchlor-alkali area of Fujian Energy and Chemical Group - 36,000 tons of BDO and60,000 tons of PBT per year was announced before approval.
Overall process technology route
In this project, the BDO and PBT plants will be relocated as a whole andthe process technology will remain unchanged: BDO will still use the AmericanINVISTA acetal production technology, while PBT will still use the existingGerman LURGI direct esterification production process.
The BDO plant is mainly a butanediol plant, with a formaldehyde unit andan acetylene station.
(1) The formaldehyde unit adopts our existing Guilin Dongfang Yuandatail gas recycling silver method to produce high concentration formaldehyde,which meets the technical index of raw material formaldehyde required byINVISTA for BDO production.
(2) Acetylene generation unit still adopts the original wet productionprocess technology route of acetylene.
(3) The BDO unit adopts the existing Reppe process of INVISTA to produceBDO, which is a mature and advanced technology that can produce highconcentration and high quality BDO products and is well received by downstreammanufacturers.
(4) The PBT plant introduces the process technology of German LURGIcompany, which is mature and reliable, with low consumption, good product andby-product quality, advanced equipment and compact layout.
