The planning environmental assessment of the chemical industrial park of Lingang Industrial Zone in Guanyun County, Jiangsu Province successfully passed the review
Recently, the Department of Ecology and Environment of Jiangsu Province presided over the review meeting of the "Guanyun County Lingang Industrial Zone Chemical Industrial Park Overall Development Plan (2021-2030) Environmental Impact Report" (hereinafter referred to as the "Report") in Nanjing, Jiangsu Provincial Ecological Environment Assessment Center, Jiangsu Provincial Development and Reform Commission, Department of Industry and Information Technology, Department of Natural Resources, Emergency Management Department, Lianyungang Municipal Ecological Environment Bureau, Lianyungang Guanyun Ecological Environment Bureau, Guanyun County Lingang Industrial Zone Management Committee, Petroleum and Chemical Industry Planning Institute (Planning and preparation unit), Nanjing Guohuan Science and Technology Co., Ltd. (evaluation unit) and other units representatives and 7 specially invited experts attended the meeting. The meeting consisted of a review team composed of 12 representatives and experts from relevant departments.
The meeting first listened to the introduction of the implementation of this round of planning by the Administrative Committee of Guanyun County Lingang Industrial Zone, and the report of the evaluation unit on the main contents of the Report. Subsequently, seven specially invited experts raised relevant questions on the Report, and the Administrative Committee of Guanyun County Lingang Industrial Zone and the EIA preparation unit defended one by one. Finally, the review team synthesized the opinions of all parties and concluded that the basic information of the Report was more detailed, the evaluation content was more comprehensive, the technical routes and methods adopted were appropriate, the prediction and analysis results of the main environmental impacts were basically reasonable, the suggestions for optimization and adjustment for the follow-up implementation of the plan and the countermeasures to mitigate the adverse environmental impacts were feasible in principle, and the evaluation conclusions were generally credible. After further revision and improvement, the Report can be used as the basis for the subsequent implementation of the Plan and environmental management.
The leaders of the Environmental Impact Assessment Office of the Department of Ecology and Environment of Jiangsu Province hope that Guanyun County Lingang Industrial Zone will adhere to ecological priority and efficient intensive development in accordance with the national and regional development strategies, focus on promoting industrial transformation and upgrading and structural optimization of chemical industrial parks, and do a good job in coordinating and connecting with Guanyun County's land spatial planning and regional "three lines and one single".
Li Laigang, Deputy Secretary of the Party Working Committee and Director of the Management Committee of Guanyun County Lingang Industrial Zone, expressed his gratitude to the leaders of the Environmental Impact Assessment Department of Jiangsu Provincial Department of Ecology and Environment and the valuable opinions and suggestions put forward by experts, and indicated that Guanyun County Lingang Industrial Zone will conscientiously implement and implement the evaluation results, further revise and improve the planning content, adhere to the new development concept as the guide, actively transform the development mode, integrate into the Xuwei Petrochemical Base from a high starting point, accelerate the construction of a green and low-carbon oriented economic growth model, continue to promote chemical remediation, and promote the technology of enterprises in the park. Continuously improve the level of safety and environmental protection, strive to rectify environmental protection and safety issues in the chemical concentration area within the year, and go all out to build the region into a green, efficient and sustainable chemical industrial park.
In recent years, Guanyun County Lingang Industrial Zone has resolutely implemented the decision-making and deployment of the provincial party committee and provincial government, the municipal party committee and municipal government, the county party committee and the county government, strictly in accordance with the spirit and work requirements of the superior documents, continued to deepen the rectification of the chemical park, accelerated the development and utilization of vacated land, continuously increased investment in safety and environmental protection facilities, continuously improved the safety and environmental protection management level of the park, fully promoted the transformation and upgrading of the chemical park, and vigorously promoted the preparation of the environmental impact assessment of the planning of the chemical industrial park. The environmental assessment of the planning of the chemical industrial park of Guanyun County Lingang Industrial Zone successfully passed the expert review, marking that the development of the chemical industrial park of Guanyun County Lingang Industrial Zone has entered the fast lane.
