【Import and export food safety】The European Union officially banned ethoxyquinoline

According to Commission Regulation 2022/1375, the EU has officially banned the synthetic antioxidant ethoxyquinoline (ethoxyquin), and anyone who has been fed feed containing this substance except for imported fishmeal imported into the EU Agricultural products are also prohibited from being imported.

Ethoxyquinoline (ethoxyquin), is one of the feed antioxidants with excellent performance extracted from petroleum, suitable for premixes, fishmeal and fatty products, can prevent vitamin A, D, E, etc. and fat oxidation deterioration natural pigment oxidation discoloration, and has a certain anti-mildew and fresh-keeping effect, but also as food antioxidants, fruit preservatives.

The European Food Safety Authority raised several potential safety concerns about ethoxyquinoline: ethoxyquinone imine, a metabolite of ethoxyquinoline, is genotoxic, and p-phenetidine, which may be produced by the preparation of ethoxyquinoline, may be mutagenic.

The European Commission has published Regulation (EU) 2017/962 suspending the use of ethoxyquinoline as an additive in animal feed. At the same time, the efficacy and safety of ethoxyquinoline for animals, consumers and the environment continues to be evaluated and reviewed.

August 5, 2022

The European Commission, through Regulation 2022/1375, refuses to reauthorize the use of ethoxyquinoline in all animal farming and food categories. The regulations came into effect 20 days after they were promulgated.

Ethoxyquinoline is currently one of the most widely used feed antioxidant varieties at home and abroad, with good effect and low price. China began to use it as an antioxidant in feed in the mid-80s. The EU is an important export market for China's animal-derived food, in order to ensure the quality and safety of China's animal-derived food exported to the EU and ensure smooth trade, it is recommended that relevant export enterprises take timely measures to respond:

First, strengthen the source control of product quality. Strengthen the management of animal farms and strictly audit feed suppliers. For products to be exported to the EU, the use of ethoxyquinoline as a feed additive is eliminated to eliminate potential quality and safety hazards from the source.

The second is to update the self-inspection and self-control measures of enterprises. Adjust the quality and safety management system of enterprises, for poultry meat, rabbit meat, aquaculture products and other animal-derived foods, the residue of ethoxyquinoline should be evaluated before export, and corresponding control measures should be taken according to the assessment.

The third is to do a good job of communicating with foreign importers. Track the implementation of EU regulations in a timely manner and pay attention to the customs clearance status of goods. Once the goods are blocked or reported as unqualified, immediately contact the local customs and take investigation and corrective measures.
