Canada's Health Ministry Proposes Revisions to Abamectin Maximum Residue Limits in Food
On June 26, 2024, Canada's Health Ministry issued a serious notice, PMRL2024-13, announcing the Pest Management Regulatory Agency's (PMRA) proposed revisions to the maximum residue limits (MRLs) for the pesticide abamectin in various food commodities. This move aims to ensure food safety, protect public health, and reflects Canada's rigorous and meticulous approach to food safety regulation.
Abamectin is a widely used insecticide in the agricultural sector, effectively controlling a variety of pests and playing a crucial role in safeguarding crop yield and quality. However, the use of any pesticide requires strict control over its residue levels to ensure food safety and consumer health.
According to the Health Ministry's notice, the proposed abamectin MRL revisions cover multiple food categories, including tea (dry leaves), papaya, stone fruits, fruiting vegetables, small berries, carrot roots, citrus fruits, pome fruits, small vine-climbing fruits, dry chives leaves, guava, pineapple, tree nuts, and small tropical and subtropical fruits with inedible peel.
Specifically, for tea (dry leaves), there was previously no established abamectin MRL, and the proposed limit is set at 1.0 ppm. The existing limit for papaya was 0.03 ppm, and the proposed revision is 0.4 ppm, indicating increased confidence in its safety. For stone fruits (crop group 12-09), the current limit is 0.09 ppm (original crop group 12), and the proposed revision remains unchanged, reflecting a stable risk assessment.
For fruiting vegetables (crop group 8-09), the existing limit for tomatoes is 0.07 ppm, while for other crops it is 0.02 ppm; the revision maintains the tomato limit and keeps the others unchanged. For small berries (crop subgroup 13-07G), the current limit for strawberries is 0.05 ppm, and the proposed revision also remains unchanged.
Furthermore, the proposed revisions include MRLs for carrot roots, citrus fruits (crop group 10), pome fruits (crop group 11-09, only apples and pears), small vine-climbing fruits (crop subgroup 13-07F, only grapes), dry chives leaves, guava, pineapple, tree nuts (crop group 14-11), and small tropical and subtropical fruits with inedible peel (crop subgroup 24A), as well as shelled sweet corn kernels and corn cobs. Among these, the existing limit for tree nuts was 0.01 ppm (original crop group 14), and the proposed revision remains the same, while guava and pineapple are assigned a new limit of 0.015 ppm.
It is noteworthy that the proposed revisions are based on extensive scientific research and empirical studies. In establishing these limits, Canada's Health Ministry has thoroughly considered factors such as pesticide toxicity, application methods, crop types, and consumer dietary habits. Furthermore, Canada maintains close cooperation with international food safety regulatory bodies to ensure its policies and practices in this domain are aligned with global standards.
The public consultation period for the proposed revisions is from June 26, 2024, to September 9, 2024, during which time input from various stakeholders will be widely sought. This initiative reflects the Canadian government's openness and transparency in formulating food safety policies, as well as its firm commitment to safeguarding public health and well-being.
