European Petrochemical Industry Faces Shutdowns 509 Jobs Lost as Two Giants Exit

The wave of capacity cuts in Europe's petrochemical sector continues, as two industry leaders, Westlake and INEOS, announced on June 17, 2025, the permanent closure of key facilities in Europe, resulting in 509 direct job losses.


Westlake to Close Pernis Plant in the Netherlands
Westlake will permanently cease operations at its Pernis plant, eliminating 230 jobs. The facility’s bisphenol-A (BPA) and liquid epoxy resin units, with annual capacities of 150,000 tons and 100,000 tons, respectively, will shut down. Additionally, the allyl chloride and epichlorohydrin units, idled since July 2024, will not restart.

Citing deteriorating market conditions in Europe, Westlake estimates a total €190 million pre-tax expense, including €30 million for severance and €160 million for environmental remediation and decommissioning. The plant will close in 2025.


INEOS to Shut Down Gladbeck Plant in Germany
INEOS Phenol, the world’s largest producer of phenol and acetone, announced plans to close its Gladbeck facility, which employs 279 workers and supports 1,500 indirect jobs. Operating since 1954, the plant has a capacity of 650,000 tons/year of phenol and 409,000 tons/year of acetone, making it INEOS’ largest single phenol plant.

INEOS Chairman Jim Ratcliffe criticized Europe’s high energy costs and punitive carbon tax policies, warning that these factors are driving deindustrialization across Europe. The company is consulting stakeholders to ensure a responsible exit.
