Starting from June 5, 135 cement enterprises stopped production for 120 days

Recently, Shanxi Industry and Information Technology Department and Shanxi Eco-environment Department jointly issued Guidelines on Peak Crossing Production of Cement Clinker Enterprises in Summer and Autumn of 2019. The document requires that air quality in Summer and Autumn be improved in an all-round way, the impact of emissions from cement clinker production on the atmosphere be reduced, energy saving and emission reduction be promoted, and the sustainable, stable and healthy development of Shanxi cement industry be maintained. The Office of Industry and Information Technology of Western Province and the Department of ecological environment of Shanxi Province put forward the following opinions on the peak staggering production of cement clinker enterprises in summer and autumn:

Basic Principles:

This peak staggering production is based on the basic principles of "macro-guidance of the government, organization and implementation of associations, active participation of enterprises", giving full play to the role of industry self-discipline and consciously fulfilling the social responsibility of enterprises.

Scope of implementation:

All cement clinker production in the province (including special cement kilns and cement clinker production line for synergistic disposal of hazardous waste).

June 5-June 24, 2019, a total of 20 days, stop production area: Taiyuan City, Luliang City, Shuozhou City, Linfen City;

June 15-July 4, 2019, a total of 20 days, stop production area: Jincheng City, Yangquan City, Jinzhong City, Yuncheng City;

June 25-July 14, 2019, a total of 20 days, stop production area: Datong City. City, Changzhi City and Xinzhou City;

Autumn staggered peak production time is: August 5-August 24, 2019, a total of 20 days, stop production areas: Taiyuan City, Lvliang City, Shuozhou City, Linfen City;

August 15-September 3, 2019, a total of 20 days, stop production areas: Jincheng City, Yangquan City, Jinzhong City, Yuncheng City;August 25-September 13, 2019, a total of 20 days, stop production areas: Datong City, Luliang City, Shuozhou City, Linfen City. Changzhi City and Xinzhou City;

Enterprises that need to change the peak production time due to special reasons should form a written application for the reasons for the change and the change time, and report to the Provincial Building Material Industry Association seven days before the implementation of peak production in this area. The Provincial Building Material Industry Association shall coordinate the arrangement according to the enterprise application and the actual situation of the province, and stop kilns for no less than 20 days after the coordination. For the production line of certified cooperative disposal of dangerous cement clinker, the production time of staggered peak in summer is reduced by half. There are 135 cement clinker and grinding station enterprises in Shanxi Province up to now. Since the cement price in Shanxi has been at a low level for a long time, the quantity of cement and clinker exported to Henan, Hebei and Shandong provinces has increased since this year. This shutdown will not only have a great impact on the cement market in Shanxi Province, but also indirectly affect the cement supply in Henan, Shandong, Hebei and other regions.
