Inspection and quarantine access
From the source to build the first line of defense
Food Safety Law" Article 101 provides that the state entry-exit inspection and quarantine departments can export food to China's territory of the country (region) to assess and review the food safety management system and food safety conditions, and based on the results of the assessment and review, to determine the appropriate inspection and quarantine requirements.
In order to verify that the official and production and processing enterprises of the exporting country have established a food safety management system that meets the requirements of the Chinese side, the Chinese side will arrange a site visit by a team of experts, and both sides will consult on the inspection and quarantine requirements for bird's nest products exported to China and sign a protocol after reaching an agreement.
After completing the above assessment and review procedures, the swiftlet houses (caves) and production and processing enterprises of the exporting countries must also be registered in accordance with the relevant Chinese laws and regulations, and the registered enterprises in China will be listed in the "Catalogue of Food Products Exported to China from Countries or Regions Meeting the Assessment and Review Requirements and Having Traditional Trade" and published on the website of the General Administration of Customs of China before they are allowed to export to China.
Currently, only relevant products from Malaysia, Thailand and Indonesia are allowed to be exported to China.
Thereafter, Chinese importers should go through quarantine approval procedures before signing trade contracts and obtain quarantine permits for inbound animals and plants.
Inspection and quarantine at the port
Keep the first gate of bird's nest safety
Customs is the first gate of imported food entry. After the arrival of bird's nest at the port of entry, customs officers will conduct on-site inspection and quarantine at the port of entry in accordance with the laws and regulations and bilateral agreements, mainly focusing on the packaging, conformity of goods and certificates, quality and other aspects of the comprehensive on-site inspection. For imported bird's nest products that require laboratory testing, samples are taken on site and sent to the laboratory for testing of safety and health and other related items in accordance with the regulations.
The internal and external packaging should indicate the name, weight, name and registration number of the bird's nest (cave), name, address and registration number of the processing enterprise, product storage conditions and production date in Chinese and English, and the packaging should be neat, firm and free of mold, damage, pollution, etc.
The Chinese labels and instructions of imported prepackaged bird's nest products should also comply with the "General Rules for Labelling of Prepackaged Food" (GB7718-2011) and other Chinese requirements for the supervision and management of prepackaged food.
The sensory inspection of bird's nest products should check whether the tissue state, color, smell is normal, whether there is mold, spoilage and other phenomena, whether it meets China's national food safety standards and relevant inspection and quarantine requirements.
After the inspection and quarantine of imported bird's nest products qualified, the issuance of "Certificate of Inspection and Quarantine of Inbound Cargo", failed to the importer issued a "Notice of Inspection and Quarantine Treatment".
From the source to the table
Bird's nest processing enterprises exporting bird's nest products to China should establish a bird's nest traceability system from the source of the bird's nest house to the export of the products to ensure product traceability. The information on the package label of bird's nest is different from the general food label, which requires the information of production and processing enterprises and bird's nest registration respectively.
In addition, in order to meet the official traceability requirements for bird's nest products, the production and processing enterprises also use the traceability QR code to make the imported bird's nest products traceable from "bird's nest (cave) - processing - export - import - reprocessing - sales - consumer".
