In order to draw lessons from several detonation accidents in relevant areas of our province, further strengthen the work of safety production in spraying workplaces, improve the intrinsic safety level of enterprises, and formulate this plan.

1. Overall objective

In-depth study and implementation of the spirit of national Leaders'important expositions on safe production, adhere to the policy of "safety first, prevention first, comprehensive management", and carry out spraying workshops in accordance with the requirements of "standards, hardware, strong management and practical results". 2. Working steps

(1) mobilization investigation (completed in early July). (4) Organizational acceptance (completed before the end of September). In accordance with the standards and requirements of the renovation work, all localities should carry out the renovation acceptance according to the actual situation, grading, classification and subregion. Provincial departments will organize timely spot checks. 

4. Requirements for work

(1) Strengthen leadership and clarify responsibility for rectification. The spraying workplaces are large in quantity and wide in scope, and the risk is high. It is very easy to cause mass casualties and mass injuries caused by explosion accidents, and the task of special remediation is heavy. All localities must attach great importance to overcoming paralysis and luck, strengthen leadership, clarify objectives and tasks, carefully organize and arrange according to regional characteristics and the number of workplaces, classify and classify territorial responsibilities, and effectively put the task of rectification in place.

(2) Strengthen investigation and implement hidden danger rectification. All localities should conduct a thorough and meticulous investigation of enterprises in spraying workplaces within their jurisdiction, earnestly grasp the base number of enterprises in spraying workplaces and the safety production situation, urge the principal responsible persons of enterprises to do a solid job in the investigation and treatment of potential accident hazards, sort out the key and difficult problems in an all-round way, list the hidden accident hazards found out, and clarify the responsibility for rectification and correction. Those who refuse to rectify major hidden dangers shall be punished according to law; those who involve a wide range of areas and are difficult to rectify shall be submitted for listing and supervision of major hidden dangers in provinces and municipalities; those who are hopeless or unable to complete the rectification shall be submitted to the government for closure according to law.

(4) Strengthen supervision and strictly organize acceptance. All localities should organize forces to carry out special supervision of renovation work, guide and urge enterprises to upgrade hardware according to standard requirements, strengthen the level of intrinsic safety assurance, strengthen management and enhance the level of accident risk prevention and control.
