According to this regulation, almost all Western physicians can no longer prescribe Chinese patent medicine. This is a big blow to the Chinese medicine market. From the content of the two departments of Hebei Province, it seems that practitioners of non-traditional Chinese medicine categories still face many challenges in prescribing traditional Chinese medicine, but in fact the threshold has been greatly reduced.

If one of the ways for non-TCM practitioners to develop TCM services is to obtain the Qualification Certificate of TCM (Professional) Doctors, they can also engage in the corresponding TCM services through the examination of licensed medical institutions and registration with relevant departments. Industry insiders pointed out that although the Qualification Certificate of Traditional Chinese Medicine (Professional) physician is essentially a miniature license of traditional Chinese medicine, and can only be practised in a certain specialty, its "threshold" is much lower than that of traditional Chinese medicine license and assistant license of traditional Chinese medicine. The conditions for applying for the examination are also one of the two certificates recommended by two on-the-job TCM doctors or working in a medical unit for more than five years. Its original intention is to solve a large number of national doctors, village doctors and other problems that are difficult to obtain professional qualifications. The industry pointed out that starting from Hebei Province, the opening of traditional Chinese medicine in Western medicine will not be eliminated, and there will be a trend of further development after the clear path. It can be said that a great reversal has been achieved.

According to the requirements of two departments in Hebei Province, non-traditional Chinese medicine practitioners have obtained the qualifications of traditional Chinese medicine practitioners or the qualifications certificates of traditional Chinese medicine practitioners, which have been appraised by their main practicing institutions and confirmed the specialty of traditional Chinese medicine. After the registration of the competent department of Chinese medicine (the municipal and provincial medical institutions are registered with the competent department of Chinese medicine at the same level) of the municipal and county health commissions (bureaus) which have approved the registration of this institution, it can be mentioned in clinical work. This means that non-traditional Chinese medicine practitioners can qualify for prescribing traditional Chinese medicine by obtaining the relatively easy-to-obtain Certificate of Qualification of Traditional Chinese Medicine (Professional) Doctors. Although it meets the requirements of the National Health Commission to a certain extent, it is also an indisputable fact that the "threshold" has been greatly reduced.
