Heilongjiang Edible Agricultural Products Must Have 'Qualification Certificate'

Recently, Heilongjiang Provincial Market Supervision Department and Agricultural and Rural Departments have been effectively docked to jointly improve the management of food and agricultural products origin and market access, and to establish a safe chain from "field" to "tongue tip". At present, there are 209 centralized agricultural products trading markets in the province, including 32 wholesale markets (2 aquatic products, 16 fruits and vegetables, 14 comprehensive). In order to build a safety barrier for the quality of edible agricultural products in circulation, market supervision departments and agricultural and rural departments jointly establish an effective linkage mechanism, promote source control, and strengthen the management docking of the alignment of producing areas of edible agricultural products and market access. It mainly includes: implementing the "Measures for the Administration of Qualification Certificates for Edible Agricultural Products (Trial Implementation)", realizing the listing of agricultural products produced by large-scale agricultural enterprises, farmers'cooperatives and family farms (large-scale households), generally issuing the certificates for edible agricultural products; strictly requiring the operators of edible agricultural products to inspect the qualifications of edible agricultural products according to law. Certificate, the initiator of a centralized trading market shall carry out sampling inspection or rapid inspection when entering the market. If the sampling inspection or rapid inspection is qualified, the seller may enter the market for sale. If the seller is unable to provide the certificate, material or purchase certificate of edible agricultural products, the seller may not enter the trading procedure; the competent Department of agricultural administration Enhancing the management of producing areas of edible agricultural products, regarding the certificate of edible agricultural products as an important part of routine inspection and law enforcement supervision, regularly inspecting the situation of issuing and using the certificate of edible agricultural products by the main producers and operators, establishing an information notification mechanism, and strengthening the supervision of the market supervision departments on the marketing of edible agricultural products. Supervise management and spot check and monitor, and notify the agricultural department in time when unqualified edible agricultural products are found. Agricultural administrative departments will timely inform market supervision departments of the problems found in routine inspection and law enforcement supervision to ensure traceability of unsafe edible agricultural products.
