The National Coal Fair opens in the summer of 2019

July 23, 2019 Summer National Coal Trade Fair opened in Rizhao City, Shandong Province. The conference was sponsored by the China Coal Industry Association and its theme was "Deepening the structural reform of the supply side, promoting the coordinated development of upstream and downstream industries, and promoting the high-quality development of the coal industry". More than 2,000 delegates from coal production enterprises, transportation enterprises and consumer enterprises all over the country participated in the meeting to discuss how to deepen the structural reform of coal supply side and promote the coordinated development of upstream and downstream industries.

The fair is to deepen the development of coal industry to achieve higher quality and deepen the decision-making arrangement of structural reform on supply side, strengthen the main responsibility of enterprises, enhance market awareness, innovate coal trading mode, build a sharing platform, strengthen clean and efficient utilization of coal, and focus on adhering to medium and long-term contract system and "benchmark price + floating" The pricing mechanism of "price" is an important meeting to maintain the smooth operation of the coal market and to build a unified, open and orderly competitive national coal trading market system.

Let's see what's dry at the meeting. It is a long-term and strategic task to deepen the structural reform of coal supply side. The new mission of the coal industry is to take the safe, efficient and intelligent mining of coal and clean, efficient and intensive utilization as the main direction of attack, and strive to improve the level of clean and efficient utilization of coal, to improve the quality of coal economic operation, to enhance the ability of scientific and technological innovation of coal, to enhance the level of scientific management of enterprises, and to promote it. Coal enterprises "go out" and focus on strengthening the construction of coal mine staff, promoting entrepreneurship and promoting the construction of coal mine culture.

In recent years, the whole industry has implemented a series of decision-making arrangements of the Party Central Committee and the State Council, and made positive progress in promoting the reform and development of the industry. Strong strides have been made in industrial restructuring, remarkable results have been achieved in resolving excess capacity, the concentration of industries has been greatly increased, large-scale modern coal mines have become the main body of production, the development pattern of coal-based and diversified industries has initially taken shape, coal power, coal coking and modern coal chemical industry have become new development models, coal quality and variety-based. In order to meet the needs of national economic development, technological structure has been accelerated to integrate the two modernizations, and technological outlook has changed fundamentally. Some major technical indicators of large coal mines have approached the world leading level, the level of comprehensive utilization of resources has been greatly improved, the construction of green and civilized mining areas has been steadily promoted, and the safety situation of coal mines has been steadily improved. 

"For many years, there has been a family of road and mine, a family of coal and electricity, a family of coal mining and a family of coal char. Home and everything is thriving, five fingers are linked, coal upstream and downstream should unite as one, around the common goal, actively promote the construction of the national coal trading center and regional market system, and build a new modern coal market system. At present, the reform and development of the coal industry still faces many deep-seated contradictions and problems: profound changes have taken place in the pattern of regional coal supply, and the difficulty of ensuring emergency coal supply in the whole country has increased; some mining areas and some enterprises have not yet recovered from their losses, and the operation of enterprises is still very difficult; resettlement of workers to go to productive coal mines and "three supplies and one industry" ” Separation and transfer still need to be dealt with; with the increase of mining depth, the threat of coal mine disasters in the central and eastern region is growing; the problem of heavy tax burden of enterprises is still prominent; the requirements of economic and technological policies and development of the industry are not suitable.

Suggested that the relevant government departments and coal enterprises should give full play to the decisive role of market allocation of resources and the macro-control role of the government, follow market rules, effectively control the total amount of coal and maintain the smooth operation of the industry, and carry out research on major topics, including coal development layout, consumption layout, storage and transportation layout. Entering the national energy development "14th Five-Year Plan" research content; coal enterprises to strengthen the construction of integrity, strengthen industry self-discipline, create a "trustworthy glory, dishonest shameful" good atmosphere. It is hoped that the news media will vigorously publicize the remarkable results achieved in the structural reform of coal supply side, publicize the good practices and experiences of coal upstream and downstream collaboration, publicize excellent enterprises and entrepreneurship, and publicize the miners'spirit of dedication and illumination of others.

Coal is the main source of energy in China. It has been supporting the national economic development for many years, and the coal industry is transforming to clean energy. Over the past 70 years, coal has made an important contribution to China's energy consumption, but on the one hand, we are facing new situations and new requirements; on the other hand, the pattern of energy supply and demand is also undergoing new changes, especially the changes in the ecological environment and energy structure. Deepening the supply-side structure is a major event for the high-quality development of the coal industry. It is hoped that the coal industry will strengthen regional cooperation and industrial exchanges, and build a new strategic cooperative relationship. Especially, the upstream and downstream should unite to create a new situation for the transformation and development of the coal industry and make new and greater contributions to the development of the national coal industry.
