VOCs are important precursors for the formation of fine particulate matter (PM2.5) and ozone (O3). Compared with particulate matter, sulphur dioxide and nitrogen oxide pollution control, VOCs management in China is weak and has become a shortboard of atmospheric environmental management. At present, Petrochemical, chemical, industrial painting, packaging and printing, oil storage, transportation and marketing and other industries have become the key sources of VOCs emissions in China. In order to win the battle of defending the blue sky and further improve the environmental AIR quality, it is urgent to strengthen the comprehensive management of VOCs in key industries. After the introduction of this policy, it was greatly affected, and the downstream industry began to restrict production, stop production and stagger peak production policies.
